Cabinet Approves ₹3,822 Crore NH-139W Highway Project in Bihar

Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, approved the construction of a 4-lane greenfield highway on the Sahebganj–Areraj–Bettiah section of National Highway 139W (NH-139W) in Bihar. The project will be executed on the Hybrid Annuity Mode (HAM) and covers a total length of 78.942 km with an estimated capital cost of ₹3,822.31 crore. This project is part of a strategic initiative to strengthen regional connectivity, promote trade and tourism, and support the infrastructure goals of the PM Gati Shakti Master Plan.

Project Overview

The new highway alignment is designed as a greenfield corridor, meaning it will be constructed on a new alignment rather than expanding existing roads. It aims to connect,

  • Patna (the State Capital) with Bettiah in northwestern Bihar
  • The districts of Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, East Champaran, and West Champaran
  • India’s Indo-Nepal border, enhancing international connectivity and cross-border trade

Strategic Importance and Objectives

The NH-139W highway project serves multiple purposes,

Enhancing Connectivity

  • It offers high-speed, congestion-free connectivity between Patna and Bettiah, reducing travel time from 2.5 hours to just 1 hour. The route is engineered for an average vehicular speed of 80 km/h with a design speed of 100 km/h.

Boosting Trade and Industry

The road links several economic, logistic, and social nodes, creating smoother freight movement. It will particularly benefit,

  • Agricultural zones in Bihar
  • Industrial clusters
  • Border trade with Nepal

Supporting Gati Shakti Master Plan

The project will link,

  • 7 PM Gati Shakti Economic Nodes
  • 6 Social Infrastructure Nodes
  • 8 Logistic Nodes
  • This integrated connectivity aligns with the national objective of building multi-modal transport infrastructure.

4. Promoting Tourism

The highway will improve access to nine major tourism and religious centers, including,

  • Kesariya Buddha Stupa (Sahebganj)
  • Someshwarnath Mandir (Areraj)
  • Jain Mandir and Vishwa Shanti Stupa (Vaishali)
  • Mahavir Temple (Patna)

This gives a major push to the Buddhist Circuit and positions Bihar as a hub for international religious tourism.

Economic & Employment Impact

The project is expected to generate significant employment,

  • 14.22 lakh man-days of direct employment
  • 17.69 lakh man-days of indirect employment

Additional job creation is expected through increased construction, hospitality, logistics, and transport services along the highway corridor. This multiplier effect will benefit both urban and rural communities.

Why Hybrid Annuity Mode (HAM)?

The Hybrid Annuity Mode (HAM) is a PPP (Public-Private Partnership) model where,

  • 40% of the project cost is paid by the government during construction
  • 60% is recovered by the private developer as annuity payments over time
  • This mode balances risk-sharing and ensures timely execution without upfront full private capital investment. HAM has become the preferred model for highway development under Bharatmala Pariyojana and related infrastructure missions.

Once completed, NH-139W will serve as a key feeder to multiple National Highways, including,

  • NH-27
  • NH-227A

It will offer seamless regional access, cut down on detours through congested townships, and improve road safety and travel time for both passenger and commercial traffic.
