Delhi Master Plan 2047 Unveiled: Key Features Explained

The Master Plan of Delhi-2047 (MPD-2047) has been announced to be the future roadmap which will make Delhi inclusive, sustainable, resilient and globally competitive. The Minister of Housing and Urban Affairs of India, Manohar Lal, announced the MPD-2047 on August 20, 2026 in the presence of Delhi’s Lieutenant Governor, Taranjit Singh Sandhu and the Chief Minister of Delhi, Rekha Gupta. The MPD-2047 is focused on housing, transport, redevelopment, land pooling, economic development and environmental conservation.

40 Lakh Homes to be at the Core of MPD-2047

One of the main priorities of the new master plan of Delhi is related to housing. The master plan seeks to meet the demands of increasing population of Delhi and housing through various initiatives.

Main highlights of the housing policy include,

  • Around 18 lakh affordable homes in Transit-Oriented Development Zones of metro routes.
  • Around 7 lakh additional dwelling units by redeveloping group, DDA and government housing.
  • Solution for the housing needs of more than 17 lakh residents of jhuggi-jhopri clusters.
  • Incentives for FAR to provide affordable housing for workers.
  • Rental housing schemes for students, professionals, migrant labourers and poor communities.
  • Improvements in the planning and living standards in unauthorized colonies.

The master plan also aims to realize the “Jahan Jhuggi, Wahan Makaan” vision for providing permanent housing for eligible poor families.

Creating 12 Lakh Additional Housing Through Land Pooling

The Land Pooling Policy has been given new thrust under MPD-2047, which covers almost 200 sq km of urbanisation area.

This project is expected to create additional 12 lakh houses and a road network of 600 km.

In the process of urban development, the DDA would build 30 metre and above roads first as part of the infrastructure first policy. Besides, High Density Corridors would be created in select land pooling areas with an increase in FAR upto 400 in select pockets.

Transit-Oriented Development & Mobility Improvements

Transit-Oriented Development (TOD) is one of the key features of MPD-2047. This policy attempts to focus development in public transport corridors and create mixed use and more connected neighbourhoods.

Proposed Features are,

  • Multi modal transit hub linking metro, RRTS, bus, walking & cycling.
  • Improvement of UER-I, UER-II and UER-III.
  • Formation of Unified Metropolitan Transport Authority.
  • Unified framework of parking planning & management.
  • Better Cycling infrastructure with 52 km cycle track along Yamuna floodplain.

Environmentally Green and Sustainable Delhi

Protection of environment receives high emphasis within the framework of this plan. An area of about 1,700 hectares of Yamuna floodplains will be developed under ecological restoration in 13 projects.

MPD-2047 also advocates rooftop solar energy, rainwater harvesting, water recycling, waste to resource schemes and green mobility.

Net-zero development will be promoted with the help of energy efficient buildings and low carbon urban development approach.

Heritage Conservation and New Growth Centres

This plan also includes conservation of around 1,500 heritage properties with the support of Cultural Resource Management Plans. Adaptive reuse of these heritage buildings for use as museums, hotels, libraries and other cultural activities will be allowed while maintaining their historical character.

At the same time, Narela will act as an educational growth centre having 138 hectares designated for universities. Dwarka is being designed as an international gateway with IT companies, startups, data centers and industrial parks.

Unauthorised Colonies and Ease of Doing Business

MPD-2047 has proposed the regularisation of buildings in 1,511 unauthorised colonies on an “as is where is” basis without layout plans. This will make ownership rights more secure for around 45 lakh residents.

The plan also simplifies regulations by reducing 133 use premises to 45 and introducing online approvals to enhance Ease of Doing Business and Ease of Living.
