DHRUVA: India’s Digital Hub for Reference and Unique Virtual Address Launched

India is set to redefine how addresses are used and validated in the digital age with the launch of DHRUVA – Digital Hub for Reference and Unique Virtual Address. This new framework, proposed by the Department of Posts under the Ministry of Communications, envisions a fully digitised address ecosystem that enables secure, verified, and interoperable use of address data for public and private services. With India expanding its Digital Public Infrastructure (DPI), DHRUVA is seen as a cornerstone initiative that will introduce “Address as a Service” (AaaS), aimed at making address data more reliable, user-friendly, and service-integrated.

What is DHRUVA?

DHRUVA is a digital addressing system that will assign Digital Address Identifiers (DAI) to existing physical addresses. These digital IDs will simplify address validation, improve delivery accuracy, and support digital governance across sectors like,

This move is expected to particularly benefit citizens in rural and semi-urban areas, where address inconsistencies often lead to missed or delayed service delivery.

Legislative Framework: Post Office Act, 2023

To implement DHRUVA at scale, the Department of Posts has proposed amendments to the Post Office Act, 2023. The draft amendments aim to,

  • Provide statutory backing for digital address creation and use
  • Define rights and responsibilities of address ecosystem players
  • Ensure consent, privacy, and redress mechanisms are in place

This would give the government the authority to regulate and oversee digital addresses through a National Network Administrator, maintaining standards, interoperability, and service integration.

Key Features of the DHRUVA Ecosystem

1. Digital Address Identifier (DAI)

Each address will be assigned a unique, secure DAI linked to verified postal and geographic data.

2. Address Service Providers (ASPs)

Licensed private and government entities can offer address creation, mapping, and verification services.

3. Address Validation Agencies (AVAs)

Independent bodies will be authorised to validate and authenticate address data.

4. Interoperability and Standards

A national framework will ensure all digital address systems across sectors work seamlessly.

5. Consent-Based Usage

DAIs will only be generated, shared, or used with the informed consent of the individual or entity.
