E-Samudra Launched as India Accelerates Digital Transformation of Maritime Governance

To modernize the maritime administration of the India, E-Samudra has been launched which is a comprehensive digital platform designed to ring the maritime services under a single digital window.  It was launched on 8th of august, 2026 and this platform integrates the services for seafarers, shipping companies, ports and other maritime stakeholders. This initiative also comes with the measures that are focused on seafarer safety, security and welfare, including 24×7 grievance redressal, digital employment agreements and seafarer tracking dashboard.

What is E-Samudra?

This is a maritime digital governance platform created to facilitate integration of different processes and services into one platform.

It means that unlike to the previous systems which rely mostly on offices and paper processes, maritime stakeholders will be able to get their services using digital process.

According to the Ministry of Ports, Shipping and Waterways, the platform will facilitate single window services, online payments, real-time tracking and digital certificate issue.

The general objective here is to create Digital First and Faceless Governance system where government services will be available even to seafarers working aboard ships.

Key Features of E-Samudra

This platform is built around several features meant to make services delivery better and eliminate bureaucratic process.

Single Window Digital Services

By combining multiple maritime services under one digital platform, E-Samudra makes interaction process easier for seafarers, ship owners and other stakeholders.

Online Payments and Digital Certificates

The platform includes online payments and digital certificates to minimize paper process.

Real-Time Tracking

It is expected that real-time tracking will increase transparency and predictability of the process.

24×7 Grievance Redressal

Together with the E-Samudra, the Directorate General of Maritime Administration mentioned the e-NAVIK 24×7 grievance redressal process which is meant to ensure that seafarers can contact authorities 24×7.

Measures for Seafarer’s Well-being

Along with this, many steps have been taken that are particularly related to the well-being and security of Indian seafarers.

It includes an upcoming Seafarer Tracking Dashboard, d-SEA, the Digital Seafarer’s Employment Agreement, and improved well-being measures through Seafarer Welfare Fund Society (SWFS).

Apart from that, the Government has brought up a scheme Sagar Mein Yog that would provide fitness and wellness to the seafarers.

E-Samudra & Maritime India Vision 2047

The digitisation process is also one of India’s overall maritime policies under Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047.

The Union Minister for Ports, Shipping and Waterways, Sarbananda Sonowal, stressed that seafarers should be at the heart of India’s maritime development and also spoke about the commitment of the government towards their safety, dignity, and welfare.

Vijay Kumar, the Secretary in the Ministry of Ports, Shipping and Waterways, informed that India’s maritime policy is based on three main pillars,

  • Merchant Shipping Act, 2025, which identifies seafarers as Key Workers,
  • Maritime Amrit Kaal Vision 2047 and
  • Minimum Government and Maximum Governance.
