India Leads Agenda at 28th Universal Postal Congress
The 28th Universal Postal Congress, hosted for the first time in the United Arab Emirates, began on September 8, 2025, at the Dubai World Trade Centre, drawing over 2,000 delegates from 192 UPU member countries. Representing India at this crucial forum was Union Communications Minister Jyotiraditya M. Scindia, who reaffirmed India’s commitment to shaping the future of global postal services through innovation, sustainability, and digital inclusion.
As a founding member of the Universal Postal Union (UPU) since 1874, India reaffirmed its active participation by pledging to influence the UPU’s 2026–2029 strategic roadmap, especially in three focus areas,
