Indian Railways Launches ‘SHINE’ App: A New Digital Shield for Women Employees
Indian Railways launched the SHINE app to strengthen workplace safety and empower women employees across the organization. This initiative was made operational on March 8 2026 on International Women’s Day. Which is the marking an important step toward creating a secure and supportive work environment. The SHINE app in Indian Railways and its full form is Sexual Harassment Incident Notification for Empowerment. And ir allows women employees to report incidents of sexual harassment directly through the Human Resources Management System (HRMS).
The SHINE app Indian Railways has been introduced the dedicated digital mechanism that allows women employees to lodge complaints of sexual harassment at the workplace quickly and securely.
The system is integrated with the Human Resources Management System (HRMS) used by railway employees.
Through the Employee Self Service portal women staff members can register complaints directly. Which are automatically forwarded to the designated committees responsible for handling such cases.
This digital approach aims to make reporting easier while ensuring that complaints reach the appropriate authorities without delay.
One of the unique features of the SHINE app Indian Railways is that it also allows complaints to be filed on behalf of individuals who are not permanent railway employees.
This includes visitors, contractual workers, students and other individuals who may not have direct access to the application.
This broader scope ensures that workplace safety measures extend beyond permanent employees and cover all individuals interacting with the railway system.
By allowing complaints to be submitted for outsiders as well, the SHINE app Indian Railways strengthens protection mechanisms within railway workplaces.
The SHINE app of the Indian Railways has been developed to ensure that complaints are handled confidentially and addressed quickly by the relevant authorities. Once a complaint is submitted then it is received by the committee designated to deal with workplace harassment cases.

The Visakha Guidelines were established by the respectable Supreme Court of India in 1997 to address sexual harassment at workplaces.
These guidelines were issued following the Visakha vs State of Rajasthan case which highlighted the need for formal mechanisms to protect women employees.
Under these guidelines, organizations are required to create Internal Complaints Committees, ensure confidentiality, and establish procedures for investigating harassment complaints.
