Intelligent Traffic Management System (ITMS) for Delhi: ₹1,789.52 Crore Project Approved

The Cabinet Committee on Economic Affairs has cleared the Intelligent Traffic Management System (ITMS) Project for Delhi for a cost of Rs.1,789.52 crore, including tax. The system, implemented by the Delhi Police, will span 42 identified traffic corridors through implementation in three phases within a period of 24 months, with operation and maintenance over a period of five years.

What is the Delhi ITMS Project?

The Intelligent Traffic Management System is a technology-driven process aimed at optimizing the utilization of the existing road network in Delhi.

This is accomplished by using dynamic rather than static signal timings and other mechanisms.

In Delhi, there are nearly 71 lakhs of registered vehicles in use, but development of road infrastructure has failed to keep pace with that of vehicles.

The ITMS will aim at utilizing existing roads to their maximum potential through proper signaling, incident management, automation of enforcement and information dissemination systems.

Main Features of Delhi ITMS

Traffic Signals Using AI

  • Adaptive Traffic Control Systems (ATCS) will be used in the project, which will enable traffic signals to change their timings based on traffic situation. The traffic signals will be synchronized to minimize unnecessary stops and smooth traffic flow.

Priority Movement for Ambulances

  • The system will provide for green corridor and priority movement for ambulances and emergency services using technology-based methods to facilitate easy passage of these vehicles through traffic jams.

Traffic and Incident Management

  • The ITMS will allow detection of the traffic congestion, slow traffic, and incidents on roads in real time. These services will assist Delhi Police in quick response to emergencies, diversions, and traffic management.

Real-time Information for Travelers

  • The VMS boards and other digital channels will disseminate information relating to traffic jams, diversions, parking, and current road conditions. Appropriate information may also be communicated to the navigation service providers.

Automated Traffic Violations Detection System

The proposed system will improve detection of the following traffic violations through technology:

  • Disobedience to traffic lights and stop lines
  • Exceeding speed limits
  • Driving against the traffic
  • No helmet and seatbelt usage
  • Illegal parking
  • Using mobile devices while driving
  • Stolen, Hot List or Blacklisted Vehicles

AI analytics will assist in identifying blacklisted and stolen vehicles.

42 Traffic Corridors and 1,092 Adaptive Signal Sites

The ITMS project will comprise 42 identified traffic corridors and 1,092 sites for Adaptive Traffic Control Systems and 1,029 enforcement sites.

The project is scheduled to be carried out in three phases, which will take 24 months in total. The next phase will be started following the evaluation of the previous one according to the set testing and performance criteria. Thereafter, the operation and maintenance will be done during five years.

Integrated Traffic Command and Control System

Through this project, there will be integration of traffic regulation, enforcement, and information dissemination through Traffic Command and Control Centres. There will be security for Data Centre and Disaster Recovery through the use of such Centres.

The ITMS will make use of open standards and API’s. This will ensure that any future technology can be seamlessly incorporated within the system.

Who will Implement Delhi ITMS?

Delhi Police will execute this project using a Master System Integrator through an invitation for competitive bidding.

Centre for Development of Advanced Computing (C-DAC) will assist as the Project Management Consultant in providing technical supervision and validation services in implementation and later operation and maintenance phase.
