Meet Saba Shawl: The First Kashmiri Woman to Head Central Jail Srinagar

Saba Shawl has been appointed as the first Kashmiri woman to head Central Jail Srinagar, Which is a high security correctional facility in Jammu and Kashmir. Her appointment comes under Government Order of Home of 2026 dated March 2, 2026, issued by the Home Department. With this move, the J&K Prisons Department has not only implemented a major administrative reshuffle. Also marked a breakthrough moment for women in uniformed services in the region.

Early Life and Education

  • Saba Shawl hails from Peerbagh, Srinagar.
  • She holds a Master’s degree in Social Work.
  • She cleared the Jammu and Kashmir Public Service Commission (JKPSC) examination in 2012.
  • She secured the lone open merit position for Superintendent of Police (Prisons).
  • Cracking the JKPSC in 2012 was a significant milestone, especially at a time when very few Kashmiri women entered uniformed government services.

Early Professional Experience

Before joining the Prisons Department, Saba Shawl worked as,

  • A Senior Community Development Consultant
  • Associated with the Indo Global Social Service Society, focusing on grassroots social work and capacity building initiatives
  • Her early career in community development shaped her understanding of social reform, rehabilitation and administrative coordination.

Role in J&K Prisons Department

After qualifying through JKPSC in 2012, she assumed the role of Superintendent of Police (Prisons). Over the years, she handled multiple responsibilities,

  • Served at Prisons Headquarters
  • Managed administrative duties
  • Worked as Public Relations Officer (PRO)
  • Coordinated departmental training and communication

Her mix of field exposure and administrative experience positioned her as a strong candidate for leading a high-security prison facility like Central Jail Srinagar.

Appointment as Head of Central Jail Srinagar

Saba Shawl has been transferred from her post as Staff Officer to the Director General of Prisons to take charge as Superintendent of Central Jail Srinagar with immediate effect.

Central Jail Srinagar is considered one of the most sensitive and high-security correctional facilities in the Union Territory. Her appointment is seen as,
