Mizoram Pioneers Property Card Distribution in Northeast

Mizoram has become the first state in Northeast India to distribute property cards under the Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SVAMITVA) scheme. On January 18, 2025, Governor Gen (Dr) VK Singh virtually participated in the distribution event from Raj Bhavan, Aizawl. Prime Minister Narendra Modi also attended, distributing over 65 lakh property cards to beneficiaries across 10 states and two Union Territories. Among these, 1,754 property cardholders from 18 villages in Mizoram received their cards.

SVAMITVA Scheme Overview

Launched on April 24, 2020, the SVAMITVA scheme aims to provide legal documentation of property ownership in rural areas using drone and GIS technology. These property cards serve as legal proof of ownership and can be used as collateral for loans and other purposes.

Mizoram’s Implementation Milestones

MoU with Survey of India: On July 8, 2021, the Government of Mizoram signed a Memorandum of Understanding with the Survey of India to implement the SVAMITVA scheme effectively.

Drone Surveys: Drone surveys commenced on December 9, 2021, in villages lacking existing revenue surveys and were completed by December 2, 2024, covering 319 villages across nine districts.

Property Card Distribution: Mizoram began distributing property cards on April 24, 2023. As of January 18, 2025, a total of 2,909 property cards have been distributed, with plans to provide approximately 35,000 property cards in the coming phases.
