Moldova as pro-Western President Maia Sandu won a second term in a highly contested presidential runoff. With the country divided over its future alignment—whether closer to the European Union or maintaining ties with Russia—the election was marred by allegations of interference, vote-buying, and intimidation. Sandu’s victory is seen as a decisive push toward Moldova’s EU integration, but the result reflects deep-seated geopolitical tensions and internal divisions. Maia Sandu secured 55% of the vote against her Russia-aligned opponent, Alexandr Stoianoglo, who garnered 45%, according to Moldova’s Central Electoral Commission (CEC). Sandu’s victory comes as a relief for Moldova’s pro-European government, which fully supported her re-election bid to accelerate Moldova’s path toward European Union membership.
Sandu’s victory was shadowed by reports of Russian interference. According to Sandu, hostile forces allegedly orchestrated schemes involving “dirty money”, vote-buying, and other forms of electoral manipulation. These accusations underscore the precarious balance Moldova maintains between the East and West, with Russia accused of trying to sway the country back into its sphere of influence.
Stanislav Secrieru, Sandu’s National Security Adviser, emphasized the extent of Russian interference, describing the situation as a “massive interference by Russia in our electoral process.” He cited ongoing cyberattacks aimed at disrupting Moldova’s voter registration systems. Moldovan police also revealed evidence of illegal voter transport to polling stations and suspected electoral bribes, indicating a serious breach of electoral integrity.
The claims of electoral interference expose Moldova’s judiciary and law enforcement agencies as inadequate in safeguarding the democratic process. Although anti-corruption authorities conducted multiple investigations and seizures, including confiscating $2.7 million in cash, the judiciary’s limitations in addressing voter manipulation have raised concerns. This deficiency is especially critical as Moldova heads toward the 2025 parliamentary elections, which experts predict may become another battleground for Russian influence.
One of the pivotal factors in Sandu’s victory was the overwhelming support she received from the Moldovan diaspora, which turned out in record numbers, with more than 325,000 expatriates voting in favor of her. This level of diaspora participation highlights a generational and ideological shift toward pro-European policies among Moldovans living abroad. Sandu’s supporters abroad view her as the candidate who can lead Moldova toward a stable and prosperous European future.
