Local administration includes 15 municipal corporations, 121 municipalities, 528 town panchayats, 385 panchayat unions, and 12,618 village panchayats. The Greater Chennai Corporation, established in 1688, is the second oldest in the world.

The literacy rate in Tamil Nadu is 80.09% according to the latest population census. Male literacy is higher at 86.77%, while female literacy is 73.44%.
