Mrs. S. Radha Chauhan Assumes Charge as Chairperson of Capacity Building Commission

Mrs. S. Radha Chauhan, a retired IAS officer of the Uttar Pradesh cadre (1988 batch), has officially assumed charge as the Chairperson of the Capacity Building Commission in New Delhi today. She succeeds Shri Adil Zainulbhai, who led the Commission since its inception in April 2021.

A Distinguished Career in Civil Service

With an illustrious career spanning over three decades, Mrs. Chauhan has held several key positions in both the State Government of Uttar Pradesh and the Central Government. Notably, she served as the Secretary of the Department of Personnel and Training (DoPT), playing a pivotal role in policy-making and human resource management for the civil services.

Her extensive administrative experience, coupled with her deep understanding of governance reforms, positions her well to lead the Capacity Building Commission in its mission to strengthen India’s civil services.

About the Capacity Building Commission

The Capacity Building Commission was established by the Government of India on April 1, 2021, as part of the Mission Karmayogi initiative. Its mandate is to standardise, harmonise, and coordinate capacity-building efforts across the Indian civil services.

The Commission acts as the custodian of civil services capacity building reforms, ensuring that training programs are modern, relevant, and aligned with India’s evolving governance needs. It works closely with ministries, state governments, and training institutions to develop competency-based frameworks and measure the impact of capacity-building initiatives.

The Road Ahead Under Mrs. Chauhan’s Leadership

As Chairperson, Mrs. Chauhan is expected to accelerate the Commission’s efforts in institutionalising training standards, promoting digital learning platforms, and strengthening competency-based human resource management across government departments.

Her appointment comes at a time when Mission Karmayogi is focusing on transforming the Indian bureaucracy into a more agile, citizen-centric, and future-ready service. Her leadership is anticipated to bring fresh momentum to this ambitious reform agenda.
