National Sports Governance Bill, 2025: Bringing BCCI Under RTI and Sports Reform Framework

The National Sports Governance Bill, 2025 is a landmark step toward overhauling India’s sports administration. One of the key highlights of this bill is the inclusion of the Board of Control for Cricket in India (BCCI) under the purview of the Right to Information (RTI) Act and formal recognition as a National Sports Federation (NSF). The bill proposes structural reforms, greater transparency, and mechanisms for dispute resolution across all NSFs.

Background

The push for governance reforms in Indian sports has been ongoing for years. While NSFs were declared “public authorities” under the RTI Act in 2010, BCCI remained outside its ambit, citing autonomy and lack of government funding. However, the inclusion of T20 cricket in the 2028 Olympics and India’s ambitions to host the 2036 Olympics have made it imperative to align sports bodies with international norms and accountability standards.

Significance

The bill marks a significant shift in sports governance, aiming to eliminate administrative opacity, especially within wealthy and influential bodies like the BCCI. By bringing BCCI under the RTI Act, the government ensures public transparency in its operations. This is crucial given the board’s central role in selecting national cricket teams and managing funds despite not receiving government grants.

Objectives

  • Legal recognition of all sports federations under a unified framework.
  • Institutional reforms to enhance accountability and reduce litigation.
  • Introduction of a National Sports Tribunal for timely resolution of disputes.
  • Aligning sports administration with Olympic Charter principles.
  • Facilitating India’s bid to host the 2036 Olympics through better governance.

Key Features

  • BCCI to be recognised as an NSF and come under RTI Act provisions.
  • Upper age limit for sports officials increased to 75 years, benefiting current administrators.
  • Establishment of National Sports Board (NSB) with regulatory and oversight powers.
  • Mandatory inclusion of athlete representatives, women, and sportspersons of merit in governing bodies.
  • Creation of National Sports Tribunal for dispute resolution with Supreme Court as appellate body.
  • Elections to be monitored by a National Sports Election Panel, comprising retired senior election officials.
  • Mandate for a maximum of 15 executive members and three-term limits for top officials, with a cooling-off period.

Impact

The bill’s implementation will significantly increase transparency in the functioning of sports federations. For BCCI, it means a structural realignment with public accountability norms. It also aims to improve athlete representation, gender balance, and governance standards, ultimately boosting India’s global image in sports.
