National Sports Governance Bill, 2025: Bringing BCCI Under RTI and Sports Reform Framework

The National Sports Governance Bill, 2025 is a landmark step toward overhauling India’s sports administration. One of the key highlights of this bill is the inclusion of the Board of Control for Cricket in India (BCCI) under the purview of the Right to Information (RTI) Act and formal recognition as a National Sports Federation (NSF). The bill proposes structural reforms, greater transparency, and mechanisms for dispute resolution across all NSFs.

Background

The push for governance reforms in Indian sports has been ongoing for years. While NSFs were declared “public authorities” under the RTI Act in 2010, BCCI remained outside its ambit, citing autonomy and lack of government funding. However, the inclusion of T20 cricket in the 2028 Olympics and India’s ambitions to host the 2036 Olympics have made it imperative to align sports bodies with international norms and accountability standards.

The bill marks a significant shift in sports governance, aiming to eliminate administrative opacity, especially within wealthy and influential bodies like the BCCI. By bringing BCCI under the RTI Act, the government ensures public transparency in its operations.
