NIEPID–JVF MoU for Structured Education for Children with Intellectual Disabilities

To bridge the long-standing gap of uniform educational support for Children with Intellectual Disabilities (CwID), the National Institute for Empowerment of Persons with Intellectual Disabilities (NIEPID) and Jai Vakeel Foundation (JVF) have signed a Memorandum of Understanding (MoU). This partnership aims to implement a standardised and scalable curriculum for CwID across India.

Background

The MoU was signed in Mumbai on 18th July 2025 in the presence of Shri Rajesh Aggarwal, Secretary, Department of Empowerment of Persons with Disabilities (DEPwD). This initiative is part of the broader Disha Abhiyan, a curriculum and implementation model developed by JVF and certified by NIEPID.

Significance

India has lacked a uniform education model for intellectually disabled children, causing disparities in learning outcomes. This initiative aligns with UN Sustainable Development Goals (SDG 4 and SDG 10), promoting quality education and reduced inequalities. It also supports the Viksit Bharat vision of a developed and inclusive India.

Objectives

  • Roll out the NIEPID DISHA Curriculum nationwide.
  • Provide Individualized Education Plans (IEPs) and teacher training.
  • Integrate digital tools and printed materials in regional languages.
  • Extend coverage to CDEIC centres, DDRS programmes, and voluntary schools.

  1. NIEPID DISHA Assessment Checklist for skill-based IEPs.
  2. Multisensory Curriculum using VAKT and ‘Interest–Teach–Apply’ models.
  3. Digital Portal for tracking assessments and accessing curriculum.
  4. Training Modules for educators and school leaders.
  5. Materials printed under the DALM Scheme, now extended to intellectual disabilities.

Impact

The model has already shown success in Maharashtra, covering 453 schools, 18,000+ students, and 2,600+ educators. National rollout will ensure free, reusable books in English, Hindi, Marathi, and other languages. The initiative supports teacher empowerment, parental involvement, and systemic reform in special education.
