The inaugural State Educational Achievement Survey (SEAS) 2023, conducted on 3rd November 2023, marked a significant milestone in the education sector. Organized by the Performance Assessment, Review, and Analysis of Knowledge for Holistic Development (PARAKH), the national assessment regulator, this survey aimed to identify areas for improvement in student learning across various grades. The successful execution of SEAS 2023, orchestrated by PARAKH, underscores a commitment to enhancing educational standards in India. The insights garnered from this survey are poised to pave the way for evidence-based policies, ensuring a holistic approach to education that addresses the diverse learning needs of students across the nation.
The primary objective of SEAS 2023 was to assess the learning competencies of students at the end of foundational, preparatory, and middle educational stages, with a special focus on Language and Mathematics. This comprehensive evaluation sought to provide valuable insights into the educational landscape, guiding evidence-based policies for enhancing the quality of education.
SEAS 2023 covered a vast demographic, surveying 80 lakh students, 6 lakh teachers, and over 3 lakh field investigators in 5917 blocks across India. Notably, all states and Union Territories, with the exception of Chhattisgarh, Delhi, Odisha, Punjab, Rajasthan, and West Bengal, actively participated in the survey. The collaboration with the National Council of Educational Research and Training (NCERT) and the Ministry of Education (MoE) ensured a systematic and widespread assessment.
The survey employed scientific procedures, utilizing a paper-pen-based approach coupled with Optical Mark Recognition (OMR) technology. This approach facilitated precise and efficient data acquisition and validation. Competency assessments focused on Language and Mathematics, crucial components of a well-rounded education.
SEAS 2023 was conducted in collaboration with NCERT, New Delhi, under the Ministry of Education. The State Councils of Educational Research and Training (SCERT) and the Samagra Shiksha Abhiyan (SSA) played instrumental roles in organizing the survey in sampled schools across states, ensuring a comprehensive and inclusive evaluation.
Several noteworthy aspects emerged from SEAS 2023. The expanded sample size to the block level, as opposed to the district level, allowed for a more in-depth assessment of learning gaps among students. Moreover, the survey integrated teachers’ professional development programs at the block level, emphasizing the importance of continuous learning and growth.
Established in January 2023 by NCERT in alignment with the National Education Policy (NEP) 2020, PARAKH serves as a guiding force for student assessment and evaluation across all recognized school boards in India. Beyond SEAS, PARAKH’s responsibilities extend to guiding the State Achievement Survey (SAS) and undertaking the National Achievement Survey (NAS). The regulator plays a crucial role in monitoring the achievement of learning outcomes and supporting school boards in adapting assessment methods to align with the skill needs of the 21st century.
