Union Cabinet Approves ₹1,853 Crore Four-Lane Highway Project in Tamil Nadu

In a key infrastructure move aimed at boosting regional connectivity in Tamil Nadu, the Union Cabinet on July 1, 2025, approved the construction of a four-lane highway between Paramakudi and Ramanathapuram. The project, part of National Highway-87 (NH-87), will be developed under the Hybrid Annuity Mode (HAM) at a capital cost of ₹1,853 crore. This strategic upgrade is expected to alleviate traffic congestion, improve safety, and support the socio-economic growth of the region.

Why in News?

The project made headlines after Union Minister Ashwini Vaishnaw announced the Cabinet’s decision to upgrade the 46.7 km Paramakudi–Ramanathapuram section of NH-87. The announcement comes at a time when the region is experiencing rising traffic volumes and demands for improved infrastructure to support tourism, trade, and local industries. The development aligns with India’s broader push for enhancing infrastructure and employment generation in semi-urban and rural regions.

Key Highlights of the Project

  • Total Cost: ₹1,853 crore
  • Execution Model: Hybrid Annuity Mode (HAM)
  • Length of the Road: 46.7 km (from Paramakudi to Ramanathapuram)
  • National Highway: NH-87

Employment Impact

  • Direct employment: 8.4 lakh person-days
  • Indirect employment: 10.45 lakh person-days

Background & Need for the Project

Currently, connectivity in the region relies on the existing two-lane NH-87 and State Highways, which are heavily congested due to,

  • High volume of daily traffic
  • Dense population clusters
  • Tourist inflow to Rameshwaram and Dhanushkodi
  • Limited road safety provisions
  • The existing infrastructure often causes delays and compromises commuter safety, hampering both local mobility and economic activities.

Objectives and Benefits

  • Decongest Traffic: Expanding from two lanes to four will ease congestion, especially in towns like Sathirakudi, Achundanvayal, and Ramanathapuram.
  • Promote Tourism: Improved roadways will facilitate smoother access to religious hotspots such as Rameshwaram, a significant pilgrimage center.
  • Boost Trade & Industry: Enhanced logistics connectivity will open up new markets for local industries.
  • Generate Employment: Significant job creation during the construction and post-completion phases.
  • Enhance Safety: The four-lane upgrade will reduce accident risk and improve commuter comfort.

Strategic Importance

  • This project is not just about road construction—it’s an economic and social catalyst:
  • Acts as a vital link between Madurai, Paramakudi, and Rameshwaram.
  • Supports the Sagarmala and Bharatmala missions to modernize India’s transport infrastructure.
  • Will help integrate the coastal belt with larger trade networks, aiding the Blue Economy focus.
