Union Cabinet Approves Establishment of Semiconductor Unit in Sanand, Gujarat

In a historic move that underscores India’s commitment to becoming a global hub for semiconductor manufacturing, the Union Cabinet, chaired by Prime Minister Narendra Modi, approved the proposal of Kaynes Semicon Pvt Ltd to establish a semiconductor manufacturing unit in Sanand, Gujarat. The meeting, held in New Delhi on 2 September 2024, marks a significant milestone in India’s Semiconductor Mission, which was launched in 2022 to boost the country’s semiconductor capabilities.

Fifth Semiconductor Proposal Under India’s Semiconductor Mission

The approval of Kaynes Semicon’s proposal is the fifth such proposal since the announcement of India’s Semiconductor Mission. This mission aims to attract both domestic and foreign investments to set up semiconductor manufacturing plants, positioning India as a key player in the global semiconductor industry.

Kaynes Semicon Pvt Limited’s Sanand Plant: A Significant Investment

Kaynes Semicon Pvt Limited, an Indian company, has committed to investing approximately ₹3,300 crore in the Sanand plant. This facility is expected to have a production capacity of 60 lakh chips per day. These chips will serve a diverse range of industries, including industrial, automotive, electric vehicles, consumer electronics, telecom, and mobile phones. This wide array of applications highlights the critical role semiconductors play in modern technology and everyday life.

Collaboration with Lightspeed Photonics

To ensure cutting-edge technology and expertise, Kaynes Semicon has entered into a memorandum of understanding (MoU) with Lightspeed Photonics, a Singapore-based company. This partnership will provide technical assistance to Kaynes Semicon, ensuring that the Sanand plant meets global standards in semiconductor manufacturing.

The company has set an ambitious timeline, expecting to produce its first chip by mid-2025. This quick turnaround reflects the urgency and importance placed on semiconductor production in India.

Focus on Export Markets

A significant portion of the chips produced at the Sanand plant will be exported to key markets, including Singapore, Taiwan, and the Philippines. This export strategy not only underscores the high quality of the chips but also positions India as a critical supplier in the global semiconductor supply chain.

Other Approved Semiconductor Proposals in India

India’s Growing Semiconductor Landscape

The approval of Kaynes Semicon’s proposal adds to a series of strategic investments under the India Semiconductor Mission. In June 2023, the Indian government approved a proposal from the American company Micron to set up a semiconductor unit in Sanand. This marked the first major international investment in India’s semiconductor sector.

February 2024: A Landmark Month for Semiconductor Investments

  • In February 2024, the government further accelerated its semiconductor mission by approving three more proposals:
  • Tata Group’s Tata Electronics is setting up two semiconductor plants in India. The first is a semiconductor fab in Dholera, Gujarat, and the second is a semiconductor unit in Morigaon, Assam. A fab is a fabrication plant where raw silicon wafers are processed into integrated circuits.
  • Murugappa Group’s CG Power is establishing a semiconductor unit in Sanand.

Total Investment and Production Capacity

The total investment across these four semiconductor plants is expected to reach ₹1.5 lakh crore. Collectively, these plants will have the capacity to produce approximately seven crore chips per day, significantly boosting India’s semiconductor production capabilities.

On 29 December 2022, then Union Information and Technology Minister Ashwini Vaishnaw launched the India Semiconductor Mission with a total outlay of ₹76,000 crore. The mission’s primary goal is to encourage both domestic and foreign companies to establish chip manufacturing plants in India. This initiative is a key part of the government’s broader strategy to position India as a global leader in electronics and technology.
