Uttarakhand Police Ranks First in ICJS 2.0 National Rankings
National Crime Records Bureau (NCRB), under the Ministry of Home Affairs, released the second edition of the Inter-Operable Criminal Justice System (ICJS) 2.0 rankings. Uttarakhand Police topped the national rankings with an impressive score of 93.46, demonstrating exceptional digital policing capabilities and effective crime data management. Haryana Police secured second position with 93.41, while Assam Police claimed third place with 93.16.
This recognition highlights India’s progress toward modernizing its criminal justice system. The ICJS 2.0 platform represents a transformative shift in how law enforcement and judicial institutions operate across the country. By achieving the highest implementation score, Uttarakhand Police has set a benchmark for digital excellence in policing. This ranking validates the state’s commitment to transparency, efficiency, and technology-driven justice delivery.
The achievement is particularly significant as it demonstrates how effective integration of technology can strengthen the entire criminal justice ecosystem. It encourages other states to adopt similar practices and improve their overall performance in implementing modern digital systems.
The Inter-Operable Criminal Justice System is a comprehensive digital platform that connects all major pillars of the criminal justice system. It seamlessly integrates police departments, courts, prosecution offices, prisons, forensic laboratories, fingerprint databases, and crime record systems into one unified network.
ICJS 2.0 is an upgraded version that promotes real-time data sharing among institutions. The system operates on the principle of “One Data, One Entry,” which means information entered once is automatically accessible to all authorized agencies. This eliminates redundant data entry, reduces errors, and accelerates investigations. Cases can now be tracked digitally from the First Information Report (FIR) stage through conviction, ensuring transparency and evidence-based decision-making throughout the judicial process.
Uttarakhand Police achieved this first-rank position through systematic digitalization efforts and institutional commitment. The state successfully integrated district-level systems with the national ICJS platform, creating a cohesive network for efficient case management. Beyond technical implementation, the Uttarakhand Police conducted extensive training programs for officers at all levels, ensuring they effectively utilized ICJS tools and understood the system’s capabilities.
This holistic approach to digital transformation demonstrates that ranking first requires both technological infrastructure and human resource development.
