64th International Sugar Organisation Council Meeting in New Delhi

The 64th International Sugar Organisation (ISO) Council meeting commenced on 25th June 2024 at Bharat Mandapam in New Delhi, bringing together delegates from over 30 countries and representatives of various international organizations. The meeting, held from 25-27 June 2024, aims to discuss issues related to the sugar industry and biofuels sectors.

India as Chairman of ISO

India was elected Chairman of the International Sugar Council for 2024 at the 63rd ISO Council meeting in London. As the current chairman, India is hosting the 64th meeting, led by Sanjeev Chopra, Secretary of the Department of Food and Public Distribution, Ministry of Consumer Affairs, Government of India.

Global Sugar Industry and India’s Position

According to the ISO, 110 countries produce sugar from either sugarcane or sugar beet, with 80% of the world’s sugar coming from sugarcane. Brazil is the largest producer, followed by India, the European Union, China, and the USA. India is the largest consumer and second-largest producer of sugar, contributing about 15% to global sugar consumption and 20% to production. Additionally, India is the third-largest producer of ethanol, a biofuel derived from sugarcane molasses, after the USA and Brazil. Uttar Pradesh, Maharashtra, and Karnataka are the leading sugarcane-producing states in India.

Fair and Remunerative Prices (FRP) for 2024-25

The Indian government has announced the Fair and Remunerative Prices (FRP) for sugarcane for the 2024-25 season. The minimum FRP is set at Rs 315.10 per quintal for a sugar recovery rate of 9.5% or less, and Rs 340 per quintal for a recovery rate of 10.25%. Farmers receive an additional Rs 3.32 for every 0.1% increase in recovery, and the same amount is deducted for a 0.1% decrease.

Founded in 1968, the ISO provides a forum for major sugar-producing, consuming, and trading countries to discuss industry-related issues. With 87 member countries, the ISO represents 87% of global sugar production, 64% of consumption, 34% of imports, and 92% of exports. The ISO Council sessions are held biannually, mainly in May and November, to address global sugar industry policies.

Inauguration and Key Highlights

Union Minister Pralhad Joshi inaugurated the 64th ISO Council Meeting, emphasizing India’s commitment to the welfare of farmers and the advancement of the sugar and biofuel sectors. Joshi highlighted India’s achievements in ethanol blending and its role in combating climate change.

Sanjeev Chopra stressed the importance of sustainable practices in the sugar and ethanol industries, advocating for the development of drought-resistant sugarcane and collaboration among ISO member countries. He also underscored India’s progress in ethanol production and blending, and the significance of the Global Biofuel Alliance.

Workshops and Sessions

A workshop titled “Sugar & Bio-Energy – Emerging Vistas” featured sessions on sustainability, mechanization, modernization, digitization of the sugar sector, global demand and supply, and green hydrogen. Experts discussed sustainable practices, farm mechanization, the use of technology, and the potential of hydrogen as a future energy source.
