Bihar Passes Anti-Paper Leak Bill to Combat Exam Malpractices
On July 24, 2024, the Bihar Assembly passed the Anti-Paper Leak Bill to combat malpractices in government recruitment exams. This bill, introduced by State Minister of Parliamentary Affairs Vijay Kumar Chaudhary, proposes strict penalties including a minimum prison sentence of 10 years and a fine of at least ₹1 crore for those involved in such activities. The bill was passed amidst a walkout by the Opposition, who protested against the alleged deteriorating law and order situation and the denial of special status to Bihar by the Centre.
The Supreme Court upheld the validity of the NEET-UG 2024 examination, despite localized leaks in Hazaribagh and Patna, concluding that these incidents did not undermine the overall integrity of the process nationwide.
Bihar has been at the center of the NEET paper leak controversy, with several accused arrested by the Bihar police’s EOU and CBI.
The leak of question papers for teachers’ recruitment examinations held by the Bihar Public Service Commission (BPSC) last year highlighted the issue of malpractices.
This notorious gang from Bihar’s Nalanda district has been blamed for paper leaks of NEET-UG, BPSC teachers’ recruitment, and constable recruitment in the state police force.
People from various sections of society have welcomed the government’s move, expressing hope that strict enforcement of the new law will curb malpractices in examinations.
