Cabinet Approves Modernization of Command Area Development and Water Management (M-CADWM)

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved a new sub-scheme titled Modernization of Command Area Development and Water Management (M-CADWM) under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). With a total outlay of ₹1,600 crore for 2025–2026, this initiative focuses on strengthening irrigation infrastructure, enhancing water-use efficiency, and integrating modern technology in the agriculture sector to improve productivity and farmer income. The sub-scheme will act as a precursor to a comprehensive national plan starting from April 2026 during the 16th Finance Commission period.

Key Features and Objectives of M-CADWM Sub-Scheme

Parent Scheme

  • Implemented as a sub-scheme of PMKSY (Pradhan Mantri Krishi Sinchayee Yojana)

Primary Goal

  • Modernization of irrigation water supply network from existing canals or other sources to farm gates in clusters.

Infrastructure Focus

  • Backend infrastructure development for micro-irrigation using pressurized underground piping systems.
  • Targeting irrigation support up to 1 hectare per farmer.

Technology Integration

Use of SCADA (Supervisory Control and Data Acquisition) systems and Internet of Things (IoT) for,

  • Water accounting
  • Real-time water management
  • Improves Water Use Efficiency (WUE) at the farm level.

Pilot Project Approach

  • Initial implementation through pilot projects in various agro-climatic zones.
  • Challenge funding model to encourage state participation and innovation.

Sustainability through Community Involvement

  • Irrigation Management Transfer (IMT) to Water User Societies (WUS).

WUS to receive handholding support and linkage with,

  • FPOs (Farmer Producer Organizations)
  • PACS (Primary Agricultural Credit Societies)
  • Support period: Five years
  • Youth Engagement and Modern Farming:
  • Encourages youth participation in farming using modern irrigation techniques.

Future Expansion

  • Learnings from the pilot phase will feed into a National Plan for CADWM starting April 2026 during the 16th Finance Commission period.
