Cabinet Approves Pradhan Mantri Surya Sarovar Yojana (PM-SSY) to Boost Floating Solar Energy

The Union Cabinet chaired by Honorable Prime Minister Narendra Modi has given the approval to the Pradhan Mantri Surya Sarovar Yojana (PM-SSY) which has a total outlay of ₹5,070 crore. The initiative was announced on 31st July 2026 and envisages installation of 5,000 MW of Floating Solar Photovoltaic (FSPV) projects in India integrated with Energy Storage Systems (ESS). The PM-SSY is aimed to harness solar energy using reservoirs and inland water bodies thus enhancing renewable energy capacity, improving grid stability and reducing carbon emissions and aiding the cause of Aatmanirbhar Bharat and Viksit Bharat vision.

What’s the Pradhan Mantri Surya Sarovar Yojana (PM-SSY)?

Pradhan Mantri Surya Sarovar Yojana (PM-SSY) is a major renewable energy initiative that aims to promote Floating Solar Photovoltaic (FSPV) projects in various water bodies, such as reservoirs, lakes, and dams, throughout India.

The initiative uses floating solar power stations with Energy Storage Systems (ESS) to provide reliable electricity and maintain stability in the electrical networks. This program is one of the largest in India developed specifically for floating solar technology.

The project will run from FY 2026-27 to FY 2030-31, with financial support being provided until FY 2032-33.

Key Features of PM Scheme for Solar Energy

The PM scheme has a whole set of innovative initiatives for promoting India’s renewable energy sector.

• The total budget for the scheme is ₹5,070 crore.

• The assistance in carrying out feasibility studies is up to ₹50 lakh.

Why is Floating Solar Important?

Floating solar installations are different from usual solar plants that are anchored on the ground since they are located on bodies of water.

The Energy Storage System (ESS): A Key Component

The Energy Storage System (ESS) is a critical element.

One of the main components of PM-SSY is that every floating solar power project must use ESS.

According to the plan, every project should have a minimum of two hours, which totals to 10,000 MWh of storage capacity.

The importance of energy storage systems is the,

• They are able to store the excess electricity produced during peak sun hours.

Financial Assistance Under PM-SSY

To facilitate the execution of projects and minimize financial risks for projects, the Government is offering substantial assistance in the form of Central Financial Assistance (CFA) by means of financial aid.

Commissioning Support

Those floating solar power projects eligible for the scheme will get ₹1 crore for each MW after successful commissioning of the project.

Feasibility Study Aid

The project developers will be eligible to get,

Upto ₹50 lakh for each project.

The assistance is valid for conducting the,

• Bathymetric studies.
• Hydrographic surveys.
• EC studies.
• Technical surveys.
• Other preparatory studies required to execute the project.

These measures are aimed at to minimizing project risks and hastening project implementation.

India’s Floating Solar Potentials

The approval is based on assessment made by the National Institute of Solar Energy (NISE).

According to the assessment,

• The estimated floating solar potential for India is approximately 102.18 GWp.
• The assessment includes reservoirs & inland water bodies which are suitable for the country.

Currently, India’s established floating solar capacity is assumed to be around 700 MW.

With PM-SSY, India aims to scale this up to an additional 5,000 MW in floating solar capacity.
