Cabinet Secretary TV Somanathan and Home Secretary Govind Mohan Get One-Year Extension

The Appointments Committee of the Cabinet (ACC), led by Honorable Prime Minister Narendra Modi, has approved a one-year extension to Cabinet Secretary Dr. T.V. Somanathan and Union Home Secretary Govind Mohan. This announced through order of the Ministry of Personnel, Public Grievances and Pensions. This move ensures continuity in two of the administration’s key positions in the country. The extensions come at a time when there is a possibility of a larger reshuffle about bureaucratic appointments on an overall basis.

ACC Approves for a One-Year Extension

The ACC has formally extended the terms of both officials for one more year after their original date of retirement, as per the official notification.

This now changes the term to,

• Cabinet Secretary Dr. T.V. Somanathan remains in office till August 30, 2027
• Home Secretary Govind Mohan will serve till August 22, 2027

The objective of this exercise is to achieve administrative continuity in important governance and internal security functions.

Who is Dr. T.V. Somanathan?

Dr. T.V. Somanathan is an IAS officer of TN cadre belonging to the batch of 1987.

He was made the Cabinet Secretary in August 2024 for a two-year term. As Cabinet Secretary, he is the highest civil servant in the Government of India and leads the Cabinet Secretariat, is in charge of coordination among ministries, and advises the Cabinet on all administrative matters.

With his term extended by one year, he will now serve in the capacity of Cabinet Secretary till August 30, 2027.

Who is Govind Mohan?

Govind Mohan is a 1989 IAS batch officer from Sikkim cadre.

He took over as Union Home Secretary in August 2024. The Home Secretary works as the overall head of the Home Ministry and is quite significant for the internal security management, disaster management, border management and Centre-State Coordination.

With the latest decision taken by the ACC, his service has been extended up to August 22, 2027.

Legal Authority for the Extension

Govind Mohan has been sanctioned the extension in his service by the relaxation of provisions related to Fundamental Rule (FR) 56(d) and Rule 16(1A) of All India Services (Death cum Retirement Benefits) Rules, 1958.

Both the provisions are there to allow the Central government to extend the term of some senior-most officers beyond 60 years age in public interest.

The extension process would also apply on some key posts taking into consideration such as,

• Cabinet Secretary
• Home Secretary
• Defence Secretary
• Foreign Secretary
• Director of Intelligence Bureau (IB)
• Secretary of Research and Analysis Wing (R&AW)
• Other senior posts declared through notifications.

Wider Bureaucratic Reshuffle

The current changes comes in the context of greater bureaucratic changes after the announcement of changes by the ACC in July 2026.

It is reported that,

• Some Union Secretaries who have recently been transferred were instructed not to take on the new positions.
• Vineet Joshi, the Secretary of the Department of Higher Education, will stay in office even after being transferred to the Ministry of Panchayati Raj.
• Naresh Pal Gangwar, who was chosen to replace Vineet Joshi, was also ordered to stay in his current job.
• Sushil Kumar Lohani, who has been appointed Special Officer in the Ministry of Animal Husbandry and Dairying, was also told not to take charge.
• Rohit Kansal, Secretary of the Department of Rural Development, has been offered an additional charge of the Ministry of Panchayati Raj after the retirement of Nirvijay Kanungo.

These events indicate that the government might be ready to carry out a more comprehensive reform of senior administrative positions.
