Census 2027: Centre Defers House-Listing in Manipur

The house-listing operation for the Census 2027 in state of Manipur is postponed till the further declaration by the Central government, as per a notice released by the Ministry of Home Affairs on September 5th, 2026. This is done through an amendment to an earlier government notice which had been issued in the month of January and it has been specially made for Manipur. It would mean that house listing operations under the proposed census would not be conducted in the state presently. No new date has been announced yet for the exercise, and its schedule would depend upon a subsequent government notice.

What Has the Centre Decided?

The notice was issued by the Office of the Registrar General and Census Commissioner under the Census Act, 1948 along with Census Rules, 1990.

The notice amends the government notification dated January 7, 2026 on the issue of house-listing for Census 2027.

As per the amendment, the provision which applied to “all States and Union territories in India” would henceforth not apply to Manipur till further declaration.

The Centre has not said anything about resumption of the house-listing exercise in the state.

What Says The Notification?

The government has added an exception especially for Manipur within the notification issued before.

In other words, the amendment ensures that house listing procedures will go on according to the existing procedures all over the country, but Manipur is not yet part of this activity.

The move has been officially notified by way of notification in the Gazette of India under the appropriate sections of the Census Act and Census Rules.

What Is House Listing in Census 2027?

House listing is a crucial component of the census operation. It involves gathering data concerning houses and buildings in order to prepare the necessary framework for population enumeration.

Census 2027 is being carried out in different phases and house listing is one of its crucial components.

As for Manipur, the latest notification has ensured that this exercise has been stopped until further declaration from the center.

What Next in Manipur?

For now, there is no fresh deadline fixed for conducting house listing operations in Manipur.

From the language used in the notification, it appears that this deferment will go on “till further declaration.” In other words, the central government may fix a new schedule for this task through another notification in future.

In short, this order does not permanently cancel the Census operation of 2027 in this state.
