Centre Forms Rajiv Gauba-Led Panels to Spearhead Next-Gen Reforms and Viksit Bharat Vision

Central Government has established two high-level committees under the leadership of Rajiv Gauba, a full-time NITI Aayog member and former Cabinet Secretary. These panels are designed to fast-track next-generation reforms and realize the ambitious Viksit Bharat (Developed India) vision.

Structure of the New Committees

The two newly formed panels led by Rajiv Gauba will work in parallel but with distinct objectives,

  • Panel on Viksit Bharat Goals: Focused on strategizing long-term policies and actions needed to fulfill India’s aspiration of becoming a developed nation by 2047.
  • Panel on Non-Financial Regulatory Reforms: Concentrated on overhauling and simplifying regulatory frameworks across non-financial sectors to boost economic competitiveness and ease of doing business.

Coordinated Governance Approach

These panels are not working in isolation. They are closely coordinating with ministerial panels chaired by Union Home Minister Amit Shah and Defence Minister Rajnath Singh, ensuring top-level political backing and faster implementation.

In addition, a separate state-level deregulation committee has been constituted under Cabinet Secretary TVS Swaminathan. This committee aims to address regulatory bottlenecks at the state level, a critical factor in India’s federal governance structure.

Composition of the Committees

These are not just bureaucratic bodies; they are inclusive of both policymakers and private sector thought leaders. The panels include,

  • Secretaries from key ministries such as Department for Promotion of Industry and Internal Trade (DPIIT)
  • Expenditure
  • MSME
  • Power

Industry and economic experts including,

  • Pawan Goenka
  • Manish Sabharwal (HR sector)
  • Janmejay Sinha (BCG India Chairperson)
  • Director Generals from CII, FICCI, and Assocham

This blend ensures a well-rounded perspective combining administrative insight and market experience.

Background: Vision of Viksit Bharat

The panels were formed following Prime Minister Narendra Modi’s Independence Day speech, where he emphasized the need for “next-generation reforms” and committed to setting up a task force to achieve the Viksit Bharat vision. This vision includes,

  • Making India a $5 trillion economy and beyond
  • Enhancing governance efficiency
  • Promoting industrial innovation and digital infrastructure
  • Strengthening federal cooperation for seamless policy execution
