ECI Introduces Mobile Deposit Facility at Polling Stations to Aid Voter Convenience

In a significant step to enhance the voter experience and ensure the smooth conduct of elections, the Election Commission of India (ECI) has introduced two key reforms: a Mobile Deposit Facility outside polling stations and the rationalisation of canvassing norms. These measures are designed to address practical challenges faced by voters and to maintain order and secrecy inside polling booths, especially in light of the rising use of mobile phones and increased poll-day activities.

Why in News?

On 23rd May 2025, the Election Commission of India announced two new poll-day reforms: Establishment of Mobile Deposit Facility just outside polling stations. Revision of canvassing norms in accordance with the Representation of the People Act, 1951 and Conduct of Elections Rules, 1961. These steps aim to balance the needs of voter convenience with the legal and procedural requirements of a free and fair election process.

Mobile Deposit Facility

  • Mobile phones will not be allowed inside polling stations.
  • Voters can deposit phones in simple pigeonhole boxes or jute bags near the entrance.
  • Phones must be in switched-off mode and can only be taken up after voting.
  • Exemptions can be granted in exceptional local circumstances by the Returning Officer.
  • Reinforces Rule 49M of the Conduct of Elections Rules to protect voting secrecy.

Rationalised Canvassing Norms

  • No electioneering activity allowed within 100 meters of the polling station.
  • Booths for issuing unofficial identity slips must be placed beyond 100 meters.
  • Aligns with legal provisions to maintain neutrality and fairness on poll day.
