India’s labor market showed encouraging trends at the end of 2025. According to the latest monthly data, female labor force participation and workforce participation reached their highest levels of the year in December 2025, while the overall unemployment rate remained broadly stable. The data highlights gradual improvement in employment conditions, particularly in rural areas, amid sustained economic activity.
Why in News?
The latest Periodic Labour Force Survey (PLFS) Monthly Bulletin for December 2025 reported a yearly high in female Labour Force Participation Rate (LFPR) and Worker Population Ratio (WPR), while the overall unemployment rate remained broadly stable.
About the PLFS Monthly Bulletin
- The National Statistical Office, under the Ministry of Statistics and Programme Implementation, conducts the Periodic Labour Force Survey (PLFS).
- From January 2025, the survey methodology was modified to provide monthly and quarterly estimates of labour market indicators.
- The PLFS uses the Current Weekly Status (CWS) approach and reports key indicators such as LFPR, WPR, and Unemployment Rate (UR).
- The December 2025 bulletin is the ninth release in this monthly series.
Labour Force Participation Rate Continues to Rise
- The overall LFPR for persons aged 15 years and above maintained its upward momentum and stood at 56.1% in December 2025, compared to 55.8% in November 2025, marking a yearly peak.
- In rural areas, LFPR increased to 59.0%, while urban LFPR saw a marginal dip to 50.2%.
- This trend indicates increasing engagement of the working-age population in economic activities, particularly in rural India.
Female LFPR Reaches Yearly High
- A key highlight of the bulletin is the improvement in female labour force participation.
- Female LFPR for persons aged 15 years and above rose to 35.3% in December 2025, the highest level recorded during the year. Rural female LFPR increased steadily to 40.1%, while urban female LFPR slipped slightly to 25.3%.
- The data reflects gradual but consistent gains in women’s participation in the labour market, especially in rural regions.
Worker Population Ratio
- The Worker Population Ratio (WPR) also showed a steady rise.
- The overall WPR for persons aged 15 years and above reached 53.4% in December 2025, up from 53.2% in November.
- Rural male WPR increased to 76.0%, while rural female WPR rose to 38.6%. Urban male WPR declined marginally to 70.4%, and urban female WPR remained around 23%. Overall, female WPR improved to 33.6%, indicating better employment absorption.
Unemployment Rate Remains Broadly Stable
- Despite changes in participation and employment levels, the overall unemployment rate remained broadly stable at 4.8% in December 2025, compared to 4.7% in November.
- Rural UR stayed unchanged at 3.9%, while urban UR increased slightly to 6.7%.
- Importantly, urban female unemployment declined to 9.1%, down from its yearly high of 9.7% in October 2025, suggesting easing pressure in urban women’s employment.
Gender and Regional Trends
- Among rural males, unemployment remained low and stable at 4.1%.
- The decline in urban female UR indicates improving employment prospects for women in cities, even as overall urban unemployment edged up slightly.
- These trends suggest that labour market recovery is uneven but gradually broad-based, with rural areas leading the gains.
Key Labour Market Indicators
- LFPR measures the proportion of the population engaged or seeking work.
- WPR shows the share of the population that is actually employed.
- Unemployment Rate captures the proportion of the labour force that is without work but seeking employment. Together, these indicators provide a comprehensive picture of labour market health.
