India, Japan Deepen Clean Energy Partnership

India and Japan have reaffirmed their growing collaboration in the energy sector through the Ministerial-level India-Japan Energy Dialogue, held via video conferencing on 25 August 2025. Co-chaired by Shri Manohar Lal, Minister of Power and Housing & Urban Affairs (India), and Mr. Muto Yoji, Minister of Economy, Trade and Industry (Japan), the dialogue reflects the strategic importance of the Japan-India Clean Energy Partnership.

The engagement focused on strengthening energy security, accelerating the clean energy transition, and jointly addressing climate change challenges through innovation and policy cooperation.

Institutional Framework and Strategic Dialogue

Clean Energy Partnership in Action

The two nations have institutionalized their cooperation through,

  • The India-Japan Energy Dialogue
  • Several sector-specific Joint Working Groups (JWGs) under the Ministries of Power (MoP), New and Renewable Energy (MNRE), Petroleum and Natural Gas (MoPNG), and Coal
  • Each ministry presented updates on collaborative projects, policy initiatives, and technology exchanges that are contributing to shared energy goals.

Key Outcomes of the 2025 Energy Dialogue

Focus Areas and Agreements

The ministers from both countries,

  • Reaffirmed commitment to energy security and inclusive economic growth, acknowledging the centrality of energy in sustainable development.

Welcomed progress in,

  • Energy efficiency technologies
  • Clean hydrogen and ammonia-based fuels
  • Expansion of renewable energy, particularly solar and wind

Agreed to expand collaboration in emerging areas such as,

  • Carbon Capture, Utilization, and Storage (CCUS)
  • Green chemicals and biofuels
  • Advanced energy technologies, including grid modernization and energy storage

This wide-ranging cooperation is expected to accelerate the transition to low-carbon economies in both countries, while also promoting innovation and investment in critical technologies.

Why This Partnership Matters

Strategic and Global Significance

The India-Japan energy cooperation aligns with both nations’ climate commitments under the Paris Agreement and their long-term vision of achieving net-zero emissions—Japan by 2050 and India by 2070. With Japan’s expertise in energy innovation and India’s rapidly growing clean energy market, the partnership is mutually beneficial.

This collaboration also complements broader Indo-Pacific strategies for sustainable development, energy access, and resilience.
