India–Mauritius Special Economic Package 2025

India and Mauritius have once again reinforced their close ties of friendship and cooperation. During the State Visit of the Prime Minister of Mauritius, Dr. Navinchandra Ramgoolam, to India on the invitation of Prime Minister Shri Narendra Modi, both leaders held wide-ranging discussions on bilateral cooperation. Following these talks, India announced a Special Economic Package for Mauritius, covering critical infrastructure, healthcare, education, and strategic cooperation projects.

Key Projects under Grant Assistance

India has committed to supporting Mauritius through grant-based projects worth an estimated USD 215 million (MUR 9.80 billion). The major initiatives include,

  • New Sir Seewoosagur Ramgoolam National Hospital – Strengthening healthcare infrastructure.
  • AYUSH Centre of Excellence – Promoting traditional medicine, Ayurveda, Yoga, and holistic health.
  • Veterinary School and Animal Hospital – Enhancing veterinary education and animal healthcare.
  • Provision of helicopters – Improving air mobility and disaster management capabilities.

Projects under Grant-cum-Line of Credit (LOC)

For large-scale infrastructure development, India will provide assistance through a grant-cum-LOC mechanism worth about USD 440 million (MUR 20.10 billion). These include,

  • Completion of new Air Traffic Control (ATC) tower at SSR International Airport.
  • Development of Motorway M4 – Enhancing road connectivity.
  • Ring Road Phase II development – Reducing congestion and improving urban mobility.
  • Acquisition of port equipment by Cargo Handling Corporation Ltd (CHCL) – Boosting maritime trade capacity.

Strategic Cooperation

Beyond economic and infrastructure projects, India and Mauritius also agreed on strategic areas of collaboration,

  • Redevelopment and restructuring of Port in Mauritius – Strengthening maritime trade and logistics.
  • Development and surveillance of Chagos Marine Protected Area – Ensuring environmental sustainability and regional security.

Budgetary Support

In addition to the above projects, India has also agreed to extend USD 25 million as budgetary support to Mauritius during the current financial year.
