India Takes Center Stage on QUAD’s Climate Initiatives at COP28

The upcoming Conference of Parties (COP28) in the UAE will witness an unusual alliance between developed nations like the US and emerging economies like India, united under the banner of the Quadrilateral Security Dialogue (QUAD). While traditionally a security-focused alliance, the QUAD, currently presided over by India, is making climate action a focal point of its agenda.

QUAD’s Climate Agenda

India, holding the QUAD presidency for 2023, is strategically aligning its climate efforts with the alliance’s goals. The QUAD nations—US, Japan, Australia, and India—are set to collaborate on climate adaptation, resilience initiatives, and sustainable lifestyle promotion, collectively addressing climate challenges.

India Pavilion Events at COP28

The India Pavilion at COP28 is slated to host significant events under the QUAD umbrella, highlighting the alliance’s commitment to climate action. Notable sessions include discussions on climate adaptation, resilience for seaport infrastructure in the Indo-Pacific region, and the sustainable lifestyle mantra known as LiFE.

QUAD’s Achievements under the Climate Adaptation Pillar:

On December 9, the India Pavilion will showcase the accomplishments of the Quad Climate Working Group in a session titled ‘Quad Achievements under the Climate Adaptation Pillar.’ This session aims to spotlight initiatives, address policy challenges, and discuss the social and governance aspects of achieving resilience.

Resilience for Seaport Infrastructure in the Indo-Pacific Region:

The following day, a session on ‘Resilience for Seaport Infrastructure in the Indo-Pacific Region’ will be steered by India. Anticipated to include a call for action, this session underlines QUAD’s commitment to making seaport infrastructure resilient to disaster and climate risks. The initiative aims to strengthen port resilience through short-term, interim, and long-term activities.

Key QUAD Pillars on Climate and Environment:

QUAD’s climate and environment efforts are organized into three key pillars: Climate ambition, clean energy transition, and adaptation and resilience. Under climate ambition, the focus is on maintaining climate action momentum, showcasing leadership, and contributing to global initiatives like COP. Clean energy discussions involve principles for hydrogen supply chains and regulatory standards, with Australia and India leading these efforts.

Adaptation and Resilience Pillar:

A substantial focus within QUAD is placed on the Adaptation and Resilience pillar, managed by the Coalition for Disaster Resilient Infrastructure. This collaborative effort involves exploring ‘green ports’ and ‘green shipping.’ A dedicated task force is identifying ports for transition, with India’s Mumbai Port Trust actively participating. The transition model heavily considers Public Private Partnerships to facilitate the implementation of green shipping plans.
