India Unveils AI Governance Framework with ‘Light‑Touch’ Oversight

The Government of India formally released its India AI Governance Guidelines on 5 November 2025, establishing a principle‑based, “light‑touch” regulatory framework to steer the development, deployment and governance of artificial intelligence across the country. The framework — introduced by the Ministry of Electronics & Information Technology (MeitY) under the IndiaAI Mission — emphasises innovation, risk mitigation and alignment with global best practices.

The document outlines seven core principles for AI governance,

  • Innovation over restraint
  • Fairness & equity
  • Accountability
  • Understandable by design

2. Three‑Tier Action Plan

An actionable roadmap is set out across short‑, medium‑ and long‑term horizons, focusing on,

  • Expanding compute and data access
  • Supporting indigenous foundation models
  • Embedding AI in Digital Public Infrastructure (DPI)

3. Institutional Architecture

The governance design includes,

  • An AI Governance Group (AIGG) for policy coordination
  • A Technology & Policy Expert Committee (TPEC) for strategic input
  • An AI Safety Institute (AISI) to oversee risk assessment, standards and global cooperation
  • Sector‑specific regulators enforcing domain compliance

4. Emphasis on Light‑Touch Regulation

  • Instead of imposing extensive new laws, the framework opts to rely on existing legal structures where feasible, and advocates regulatory sandboxes and voluntary safeguards.
