Narendra Bhooshan Assumes Charge as Secretary of Ministry of Environment, Forest and Climate Change
Narendra Bhooshan, who is the 1992-batch of Indian Administrative Service (IAS) from the Uttar Pradesh cadre, has taken charge as Secretary of the Ministry of Environment, Forest and Climate Change (MoEFCC) in the Government of India. This comes after he served as Secretary of the Department of Land Resources (DoLR), which was in the Ministry of Rural Development. Narendra Bhooshan has over 30 years of administrative experience in both central and state level government service in areas such as energy, infrastructure, agriculture, industry, urban development, finance and land resource management.
During his tenure in the Uttar Pradesh cadre, he occupied various senior posts in important departments.

He also had valuable administrative experience in the field as District Magistrate of Mathura, Firozabad & Udham Singh Nagar.
In the Central Government he worked as Deputy Director General – UIDAI, Mission Director – National Food Security Management Programme, Joint Secretary in the Department of Agriculture and Cooperation. He was also Officer on Special Duty & Joint Secretary in the India Trade Promotion Organisation (ITPO) under the Ministry of Commerce & Industry.
Prior to his appointment at the Ministry of Environment, Forest and Climate Change, Bhooshan was the Secretary, Department of Land Resources, under the Ministry of Rural Development.
He took charge of the department in April 2026. In this capacity, he was involved with activities relating to watershed development, land resource management, geospatial governance, and climate-resilient rural development.
In September 2026, he contributed to deliberations on watershed development and river rejuvenation, emphasizing the importance of catchment treatment, groundwater recharge, soil and water conservation, and hydrology.
Bhooshan possesses a graduation degree in Electronics, and a Masters degree in International Development Policy from Duke University, USA.
