The National Mission on Libraries is an initiative of the Ministry of Culture under the Government of India, aimed at the modernization and digital interconnection of almost 9,000 libraries throughout the country. Its primary goal is to grant readers easy access to a vast array of books and information. The ambitious project is estimated to cost approximately 1000 crores. It has been specifically designed to cater the needs of a diverse audience, including students, researchers, scientists, professionals, children, artists, and differently-abled individuals.
The foundation for the National Mission on Libraries (NML) was laid down by the National Policy on Library and Information System (NAPLIS) in 1985. A committee chaired by Prof. D. P. Chattopadhyaya envisioned NAPLIS to foster, promote, and sustain the organizations, availability, and use of information. The policy aimed to leverage the latest advances in technology and train library and information personnel to meet the evolving information needs of society.
The NML also emphasizes the creation of inclusive and accessible libraries. Special provisions are made to establish facilities for specially-abled individuals and braille corners, making libraries more accommodating to people with disabilities. Additionally, children corners are set up to encourage young minds to explore the world of literature and knowledge from an early age.
One of the core components of the NML scheme is the ‘Setting up of NML Model Library‘. Under this initiative, the Ministry of Culture extends financial assistance to one State Central Library and one District Library in each State and Union Territory, based on recommendations from the respective State Authorities. Additionally, the Ministry identifies six libraries for modernization and infrastructure development. This initiative aims to strengthen the foundation of libraries and transform them into model institutions for others to follow.
Another key component of NML scheme is the establishment of National Virtual Library of India (NVLI). The primary goal of the NVLI is to create an all-inclusive database comprising digital resources about India, accessible in an open access setting. The notable characteristics of NVLI are:
The Raja Rammohun Roy Library Foundation (RRRLF), an autonomous body under the Ministry of Culture, complements the efforts of the NML by offering matching and non-matching financial assistance to public libraries. RRRLF supports various initiatives, including the construction and renovation of library buildings, procurement of books and reading resources, modernization, and upgradation of infrastructure with furniture and equipment. The foundation also organizes seminars, workshops, training, and capacity-building programs for library professionals, further enhancing their skills and knowledge.
