Why the scheme is in the news?

The National SC-ST Hub Scheme has received praise from Prime Minister Narendra Modi for crossing over one lakh beneficiary registrations. In response to the Union Minister of Micro, Small and Medium Enterprises Narayan Rane, the Prime Minister stated that strengthening the MSME sector amounts to strengthening every section of society. He further added that the success of the National SC-ST Hub Scheme is encouraging.

Launch Year: – October 18th, 2016

Implementing Body: – National Small Industries Corporation (NSIC), a public sector undertaking under the administrative control of the Ministry of MSME.

Objectives: –

The aim is to create a conducive environment that fosters and supports SC/ST entrepreneurs in meeting the mandated 4% procurement by Central Public Sector Enterprises (CPSEs) as specified in the Government’s Public Procurement Policy for Micro and Small Enterprises.

In addition, the strategy proposes the following main actions:

  • Develop a strategy to intervene through industry associations to sensitize, encourage, and enable SC/ST-owned businesses to participate in the public procurement process.
  • Collect, collate, and disseminate information on SC/ST enterprises and entrepreneurs.
  • Facilitate the participation of SC/ST entrepreneurs in vendor development programs and provide mentoring support from specific CPSEs that match the products/services of these entrepreneurs.
  • Help SC/ST entrepreneurs participate in public procurement through the e-platform of DGS&D and monitor their progress.

Detailed Information

The National SC-ST Hub (NSSH) was established to offer professional assistance to Scheduled Caste and Scheduled Tribe Entrepreneurs in meeting the Central Government Public Procurement Policy requirements for Micro and Small Enterprises Order 2012, adopting suitable business practices, and leveraging the Stand-Up India initiative. NSSH’s primary areas of focus include vendor development, participating in public procurement, developing a dependable database, providing mentoring and support, advocating for policies with states, facilitating credit, enhancing capacity, encouraging private affirmative action, upgrading technology, providing marketing assistance, and offering special subsidies under various schemes. The NSSH works on the mentioned priority areas through various sub-schemes which are as follows:

  • Special Credit Linked Capital Subsidy Scheme
  • Special Marketing Assistance Scheme
  • Single Point Registration Scheme
  • Bank Loan Processing Reimbursement Scheme
  • Bank Guarantee Charges Reimbursement Scheme
  • Testing Fee Reimbursement Scheme
  • Export Promotion Council Membership Reimbursement Scheme
  • Top 50 NIRF-Rated Management Institution’s Short-Term Training Program Fee Reimbursement Scheme
