No, it is not mandatory. If you already have a PAN card, you do not need to apply again. Your current PAN will still be valid. But if you want to upgrade to PAN 2.0, you can do it for free when you are applying for a new PAN or making any updates.

Fill in your PAN number, Date of Birth, and Aadhaar number.

Choose how you want to get your OTP (One-Time Password)—on your phone or email. Enter the OTP to verify your identity.
Accept the terms and choose how you want to pay.
If you apply within 30 days of getting your PAN, it is free (for up to 3 times).
After 30 days, a small fee of ₹8.26 (with GST) is charged.
