PM Modi Opens 16th Armed Forces Conference in Kolkata

Prime Minister Narendra Modi inaugurated the 16th edition of the Combined Commanders’ Conference at the Eastern Command Headquarters in Kolkata. This high-level biennial conference is a key platform for discussions on India’s military preparedness, national security, and defense strategy.

This year’s conference is being held under the theme: “Year of Reforms – Transforming for the Future.” The event was attended by top defense and security officials, including Defence Minister Rajnath Singh, National Security Adviser Ajit Doval, and Chief of Defence Staff (CDS) General Anil Chauhan.

Theme: Year of Reforms

The 2025 edition of the Combined Commanders’ Conference focuses heavily on the reforms, integration, and modernization of the Indian Armed Forces. With the evolving nature of global security and warfare, the Indian military is undergoing a significant transformation aimed at enhancing jointness among the Army, Navy, and Air Force.

The “Year of Reforms” theme reflects the government’s intent to,

  • Accelerate joint operational planning through theatre commands.
  • Implement modern warfare technologies, including AI, drones, and cyber-defense.
  • Promote defense indigenization and reduce reliance on imports.
  • Improve inter-agency coordination for better national security outcomes.

Significance of Eastern Command as Host

This is the first time the Combined Commanders’ Conference is being hosted at the Eastern Command HQ in Kolkata, underlining the strategic importance of India’s eastern front. The Eastern Command is critical for India’s defense posture along the China and Myanmar borders, and also oversees the North-Eastern states, many of which face security and infrastructure challenges.

By selecting Kolkata as the venue, the government emphasizes the need to enhance military focus and infrastructure in the region, especially in the wake of recent regional tensions and border issues.

High-Level Participation and Policy Direction

Apart from the Prime Minister and Defence Minister, the presence of NSA Ajit Doval and CDS Gen. Anil Chauhan signals the importance being placed on national security strategy, inter-service synergy, and operational coordination.

Key policy issues likely discussed include,

  • Defense procurement reforms under Atmanirbhar Bharat
  • Welfare and capacity-building for armed forces personnel
