Rajasthan Becomes First Indian State to Fully Digitise Voter Rolls Under SIR

In a major electoral milestone, Rajasthan has become the first state in India to complete 100% digitisation of its electoral rolls under the Special Intensive Revision (SIR) programme. Announced by Chief Electoral Officer (CEO) Navin Mahajan on 6 December 2025, this achievement marks a significant stride toward enhancing electoral transparency, efficiency, and voter convenience through digital governance.

What Is the Special Intensive Revision (SIR)?

The SIR initiative is a periodic electoral exercise undertaken by the Election Commission of India (ECI) to update, correct, and enhance the accuracy of voter lists. It involves activities like,

  • Voter identity verification
  • Address mapping
  • Deletion of duplicate or outdated entries
  • Addition of new voters
  • Correction of errors in voter details

Under this programme, digitisation of voter rolls ensures that all entries are electronically maintained, mapped, and verified, significantly improving the accuracy of data and reducing manual intervention.

Rajasthan’s Achievement: Key Figures

  • 100% voter roll digitisation completed
  • 97% of voter mapping done, highest in India
  • Only 3% of voters will need to submit documents during the claims and objections phase
  • Average of just 30 voters per booth requiring verification

This performance surpasses the national average and sets a benchmark for other states to follow. The mapping aligns each voter accurately with polling booth and ward information, streamlining the electoral process.

According to CEO Navin Mahajan, the digitised process has made voter verification,

The move is also expected to significantly cut down electoral fraud, improve voter participation, and ensure inclusive and accurate voter representation in future elections.

Role of Field Staff and Panchayat Workers

The success of the SIR digitisation effort in Rajasthan was driven by the dedicated work of Booth Level Officers (BLOs), panchayat-level staff, assistant officers, and supervisors. Mahajan acknowledged that the collective spirit of teamwork was central to achieving full digitisation and near-total mapping.

Upcoming Electoral Timeline in Rajasthan

As part of the SIR cycle,

  • Draft Electoral Roll will be published on December 16, 2025
  • Claims and Objections can be submitted from December 16 to January 15, 2026
  • Hearings and verification will take place from December 16 to February 7, 2026
  • The Final Electoral Roll will be released on February 14, 2026
