SIMBEX 2024: Strengthening Maritime Partnership Between India and Singapore

The 31st edition of the Singapore India Maritime Bilateral Exercise (SIMBEX) is underway from October 23 to 29, 2024, at the Eastern Naval Command (ENC) in Visakhapatnam. This annual exercise showcases the evolving maritime collaboration between the Indian Navy and the Republic of Singapore Navy (RSN), furthering the strategic partnership and shared objectives of maritime security and interoperability.

SIMBEX, which initially began as ‘Exercise Lion King’ in 1994, is now a key component in the longstanding relations between the two countries, facilitating joint efforts in addressing common maritime challenges, enhancing maritime domain awareness, and bolstering operational interoperability.

Phases of SIMBEX 2024

Harbour Phase: Visakhapatnam (October 23-25)

This phase includes a range of Subject Matter Expert Exchanges (SMEEs), cross-deck visits, sports fixtures, and pre-sail briefings. Personnel from both navies engage in knowledge-sharing sessions, offering insights into each navy’s operating procedures and best practices in maritime security.

Key activities during the Harbour Phase include:

  • SMEEs: Interactive sessions where experts share insights on specialized naval operations.
  • Cross-deck Visits: Opportunities for crew members to explore each other’s vessels, enhancing mutual understanding of operational protocols.
  • Sports Events: Promoting camaraderie and trust through friendly sports competitions.
  • Pre-Sail Briefings: Detailed discussions on exercise objectives and safety protocols.

Sea Phase: Bay of Bengal (October 28-29)

The Sea Phase focuses on advanced naval drills in the Bay of Bengal, with both navies conducting operations across multiple domains, including anti-submarine, anti-surface, and anti-air warfare. These exercises test the tactical capabilities of both navies and showcase the strength of India-Singapore cooperation in critical scenarios.

Activities include:

  • Live Weapon Firings: Real-time practice involving weapon systems on both vessels to simulate combat readiness.
  • Anti-Submarine Warfare (ASW): Exercises in detecting and countering underwater threats.
  • Anti-Surface and Anti-Air Operations: Drills to test defense mechanisms against surface and aerial threats.
  • Seamanship Exercises and Tactical Maneuvers: Practicing coordinated tactical moves to strengthen joint response capabilities.

Opening Ceremony

The opening ceremony was held on October 24, aboard INS Shivalik, a guided missile frigate of the Indian Navy, marking the official commencement of SIMBEX 2024. Representatives from the Eastern Fleet and the RSN attended, signifying the unity and strategic commitment between the two nations in maritime security.

Strategic Significance of SIMBEX

Since its inception, SIMBEX has become a crucial platform for enhancing interoperability between India and Singapore, reflecting the broader vision of Indo-Pacific security and stability. Through these exercises, both navies refine their operational synergies, improving their collective maritime capabilities. As maritime threats evolve, SIMBEX provides a structured environment for both nations to share and adapt to new maritime security strategies.

The Role of RSS Tenacious and INS Shivalik

RSS Tenacious, a frigate from the RSN, arrived with an embarked helicopter on October 23, symbolizing Singapore’s active involvement in this year’s SIMBEX. This partnership with INS Shivalik and other Indian vessels of the Eastern Fleet underscores both navies’ readiness for coordinated operations and technical collaboration.
