T.V. Somanathan Appointed as New Cabinet Secretary
Senior IAS Officer T.V. Somanathan has been appointed as the new Cabinet Secretary of India, succeeding Rajiv Gauba, whose term ends this month. Somanathan will begin his two-year tenure on August 30, 2024. He will also serve as Officer on Special Duty (OSD) in the Cabinet Secretariat until he formally assumes the role of Cabinet Secretary.
Previous Positions: Somanathan, a 1987-batch IAS officer of the Tamil Nadu cadre, has held several prominent positions, including Finance Secretary since April 2021, and Expenditure Secretary since December 2019. He has also served in the Prime Minister’s Office and various roles in his cadre state and abroad.
Qualifications: He holds a PhD in Economics from Calcutta University, is a qualified Chartered Accountant (CA) and Company Secretary (CS), and is proficient in five languages: English, French, Hausa, Hindi, and Tamil.
Significant Contributions: As Finance Secretary, Somanathan played a key role in the FY22 budget, which improved fiscal transparency. He has also been involved in reviewing the pension system for government employees and has a notable academic background with over 80 papers and articles on economics.
Duration: Rajiv Gauba has served as Cabinet Secretary for five years, a record term. His tenure included three extensions, with the most recent one granted in August 2023.
Achievements: Gauba is recognized for his role in the Jammu and Kashmir Reorganisation Act, 2019, which led to the bifurcation of the state into two Union Territories.
Tuhin Kanta Pandey: The current Secretary of the Department of Investment and Public Asset Management (Dipam), Tuhin Kanta Pandey, is a likely candidate for the position of Finance Secretary.
