Tamil Nadu Becomes First State to Issue ID Cards for Women SHG Members

Tamil Nadu became the first state in India to issue identity cards to Women Self-Help Group (SHG) members, marking a significant milestone in the empowerment of women at the grassroots level. The initiative was officially launched by Deputy Chief Minister Udhayanidhi Stalin at Karuppur in Salem district, along with the distribution of ₹3,500 crore in loans to SHGs.

This move strengthens the institutional support for over five lakh SHGs operating in the state and enhances their access to both financial and social benefits.

Origin of the Initiative

  • The idea was born during a government function held five months ago in Tiruvarur, where SHG members requested ID cards for easier access to government schemes. Chief Minister M.K. Stalin responded by announcing the rollout of ID cards on March 8, 2025, coinciding with International Women’s Day.
  • Tamil Nadu, which pioneered the SHG movement in India back in 1989, has now once again set a precedent by issuing official identity cards, further legitimizing the role of SHGs in local development and women-led economic activity.

Benefits of the SHG Identity Cards

The ID cards are designed to empower women economically and socially by integrating them into broader state welfare initiatives. Deputy CM Udhayanidhi outlined several key benefits,

  • Free travel up to 100 km on government buses for SHG members transporting their goods.
  • Special discounts on products sold through Aavin, Co-optex, and Mudhalvar Marunthagam (Chief Minister’s Medical Stores).
  • Easier access to welfare schemes and state-supported marketplaces.
  • These benefits aim to reduce costs for women entrepreneurs, promote financial independence, and create inclusive growth opportunities across rural and semi-urban areas.

Alignment with Existing Women-Centric Schemes

The ID card initiative complements other major welfare programs by the Tamil Nadu government,

  • Magalir Vidiyal Payanam: Over 770 crore free bus rides taken by women in the last 4.5 years.
  • Magalir Urimai Thogai Scheme: Currently benefitting 1.15 crore women with ₹1,000 monthly assistance, with eligibility being relaxed to include more beneficiaries.
  • Enhanced sports, education, and health schemes for women and girls.

By linking these schemes with a unified identity mechanism, the government aims to streamline benefits and ensure direct, transparent delivery to beneficiaries.
