Top 10 States with Smart City Projects in India (2025 Update)
India’s Smart Cities Mission (SCM), launched in 2015, is entering its final stretch with an impressive 93% project completion rate across 100 cities. Despite accounting for just 31% of the population, these cities contribute 63% of India’s GDP, highlighting the rising importance of urban development. With over ₹1.5 lakh crore invested, this mission is transforming mobility, governance, sustainability, and public services.
India’s top 10 states by number of Smart Cities and implementation readiness are as follows:

With 12 Smart Cities, Tamil Nadu tops the ranking. Cities like Madurai and Coimbatore finished ahead of schedule, supported by ₹3,000 crore state funding. Their focus on smart mobility and waste innovation reduced congestion by 20%, making them models for southern urban growth.
UP strengthens its urban reform image with 10 Smart Cities including Agra, Lucknow, and Varanasi. It utilised 100% of ₹4,900 crore funding, while Lucknow’s integrated command centre prevents ₹500 crore in annual flood losses — a strong example of climate-resilient planning.
Matching UP, Maharashtra also hosts 10 Smart Cities. Pune and Mumbai leveraged PPP-based e-governance, reducing service delivery time from days to hours, attracting private investment and boosting urban efficiency.
With 7 Smart Cities, MP emphasises industrial corridors and green systems. Indore leads the national waste recycling leaderboard with an 80% recovery rate, aligning with circular economy goals.
Gujarat’s 6 Smart Cities accelerated progress through ₹5,000 crore PPP partnerships. Surat became the first city to finish 100% projects, reducing traffic congestion by 25% using AI sensors. Even Ahmedabad improved port cargo handling by 20% with intelligent logistics.
Rajasthan adopted “tourism tech” in Udaipur and Kota, leading to a 15% increase in tourist inflows. Heritage sites were protected using sensor-based monitoring, balancing culture and commerce.
Despite monsoon challenges, 95% completion was achieved. Cities like Tumakuru led e-governance reforms, extending Bengaluru’s tech advantage to surrounding regions.
Visakhapatnam generates 3,613 MWh solar energy annually, cutting emissions by 3,000 tonnes.
Kochi reached 95% completion, undertaking greenfield expansions.
Smart cities like Patna and Bhagalpur avoided ₹500 crore flood losses using predictive systems.
