Asim Munir Formally Appointed Pakistan's First Chief of Defence Forces
In a landmark shift in Pakistan’s military command structure, Field Marshal Asim Munir has been appointed as the country’s first Chief of Defence Forces (CDF). The appointment, ratified by President Asif Ali Zardari on 5 December 2025, marks a significant realignment of the nation’s defence hierarchy following the 27th Amendment to the Constitution. This move places Munir at the helm of all three military branches—Army, Navy, and Air Force—while he continues to serve as Chief of the Army Staff (COAS).
The 27th Constitutional Amendment, passed in November 2025, was a pivotal reform that reshaped Pakistan’s military command. It amended Article 243 of the Constitution to officially recognize the post of Chief of Defence Forces and consolidate the top military leadership under a central figure. This realignment also coincides with Asim Munir’s elevation earlier this year to the rank of Field Marshal, making him only the second Pakistani military officer to receive the five-star designation, after General Ayub Khan.
This historic decision signals the start of a unified command structure for Pakistan’s military. For the first time, a single military leader has been entrusted with direct control over all service branches. The post of Chief of Joint Chiefs of Staff Committee (CJCSC) has been abolished, with the newly created CDF office assuming full operational and strategic authority.
The newly established CDF role comes with sweeping powers, including,
This reorganization is expected to streamline decision-making, remove inter-service friction, and enhance strategic readiness, especially during moments of internal and external tension.
The path to this appointment was not smooth. Initially, Prime Minister Shehbaz Sharif delayed formal notification, leading to speculation that he sought to avoid the political consequences of further empowering the military. The delay sparked debates about civil-military balance and the extent of democratic oversight over the armed forces.
Eventually, under growing pressure, the government moved forward with the appointment, and President Zardari issued the official approval. As part of the new appointments, Air Chief Marshal Zaheer Ahmad Babar Sidhu also received a two-year service extension, effective from March 2026.
