Women’s safety has always been one of the most important issues in India. In 2025, the latest NARI report highlights several cities where women feel safe and secure in their daily lives. These cities stand out not only for their strong law enforcement but also for supportive communities, better infrastructure, and awareness programs, making them some of the safest places for women in the country.
Women’s safety remains one of the most important issues in India’s fast-growing cities. To understand the ground reality, the NARI (National Annual Report & Index on Women’s Safety) 2025 surveyed over 12,000 women across 31 cities. The study examined how safe women feel in their daily lives and how local systems respond to their needs.
The report shows a mixed picture: while 60% of women feel generally safe, about 40% still feel unsafe in their own cities. By ranking cities based on both experiences and systems, NARI 2025 brings attention to what is working and what needs urgent improvement.

The coastal city of Visakhapatnam is known for its modern infrastructure, smooth public transport, and strong coordination between citizens, local authorities, and police. This collective effort ensures women feel more secure.
Bhubaneswar ranks high due to inclusive urban planning, better street lighting, and women-friendly initiatives like pink autos. Strong civic institutions and quick response systems add to the sense of safety.
Aizawl benefits from cultural values that promote trust and social harmony. Visible policing, safe streets, and community cooperation mean women feel secure even late at night.
Gangtok’s safety comes from its responsive policing and supportive civil society. Women are encouraged to share their concerns, and gender sensitivity is deeply rooted in social and cultural life.
Itanagar focuses on inclusive governance and women’s participation in local decision-making. Awareness campaigns and women’s collectives have helped create safer neighborhoods.
Despite being a busy megacity, Mumbai makes it to the list with its proactive policing, safe public transport, and workplace safety policies. Strong civic participation and more women in the workforce contribute to a higher sense of security.
