Tri-Service Planning Conference: Parivartan Chintan
The inaugural Tri-Service Planning Conference, dubbed ‘Parivartan Chintan,’ convened in New Delhi on April 8, 2024, orchestrated by the Ministry of Defence. This landmark event aimed to foster jointness and integration among the Indian Armed Forces, especially in light of ongoing efforts to establish unified theatre commands.
Chief of the Indian Army, General Manoj Pande; Air Marshal Vivek Ram Chaudhary of the Indian Air Force; and Admiral R. Hari Kumar of the Indian Navy were among the representatives. Additionally, the Department of Military Affairs (DMA) and officers from the Headquarters Integrated Defence Staff contributed their expertise.
General Anil Chauhan, the Chief of Defence Staff, presided over the conference, steering discussions towards innovative strategies and reforms conducive to enhancing joint operations.
The primary objective of the conference, as outlined by the Ministry of Defence, was to stimulate fresh ideas and initiatives, furthering the agenda of jointness and integration within the armed forces. Emphasis was placed on preparing for future warfare scenarios through transformative changes and facilitating tri-service, multi-domain operations.
A theatre command refers to a geographical area susceptible to conflict, be it on land, air, or sea. With recommendations from the Lt. Gen (Retd) DB Shekatkar committee, India is moving towards establishing integrated theatre commands to consolidate resources and streamline operations. Currently, only two commands—Andaman and Nicobar Command and Strategic Forces Command—are tri-service, but the aim is to create more unified structures across the military.
The integration of theatre commands promises enhanced warfighting capabilities, deterrence against threats, and operational cost-effectiveness. By amalgamating resources and expertise, India seeks to bolster its national security posture and effectively address evolving challenges.
Traditionally held at one of the services’ command headquarters, these conferences facilitate strategic reviews of the geopolitical landscape, operational preparedness assessments, and discussions on border integrity and countermeasures against emerging threats.
