A Delimitation Bill is a law that explains how the boundaries of election areas (constituencies) will be decided or changed. It also tells who will do this work – usually an independent body called the Delimitation Commission – and what rules they will follow, such as equal population, proper shape of areas, and ease of administration.
Population in a country does not grow equally everywhere. Some areas become more crowded, while others grow slowly or even lose people.
If boundaries are not updated from time to time, some constituencies may have too many voters and some may have too few. This creates inequality in representation.
Delimitation helps to make sure that every citizen’s vote has equal value.
The main aim of a Delimitation Bill is to ensure fair and equal representation in elections.
It helps in balancing the number of voters in each constituency so that no area is over-represented or under-represented. It also improves the overall fairness of the democratic system.
