India and ADB Seal $800 Million Loan Deal to Power Various Projects

On 29 November 2025, the Government of India signed major financial agreements with the Asian Development Bank (ADB) amounting to over $800 million in loans and a $1 million grant. These funds are earmarked for sustainable development projects across Maharashtra, Madhya Pradesh, Gujarat, and Assam. The agreements reflect a strategic blend of infrastructure enhancement, clean energy adoption, skill development, and environmental conservation.

India and ADB have maintained a longstanding development partnership focused on inclusive, sustainable growth. These new agreements are timely, aligning with India’s policy thrust on renewable energy, smart urban transport, youth skilling, and ecological restoration.

Project-Wise Overview

Maharashtra: Solarising Agriculture

A $500 million loan is allocated for the Maharashtra Power Distribution Enhancement Programme for Agricultural Solarization. This project aims to provide daytime solar-powered irrigation to over 900,000 farmers by 2028, cutting dependence on diesel and boosting farm productivity.

Key features include,

  • Upgrading substations and transformers
  • Laying new high- and low-tension lines
  • Installing 500 MWh of battery storage to integrate renewable power
  • This initiative supports India’s broader commitment to clean energy and agricultural resilience.

Madhya Pradesh: Indore Metro Rail Project

A ¥27.1 billion loan (approx. $190.6 million) will finance the Indore Metro Project. The plan includes an 8.62 km underground corridor with seven stations, connecting key parts of the city and improving access to the airport.

This metro line aims to,

  • Reduce urban congestion
  • Integrate with bus and feeder services
  • Begin operations by January 2030

The project promises to transform urban mobility in one of India’s fastest-growing cities.

Gujarat: Skill Development Programme

The $109.97 million loan for Gujarat will upgrade its workforce for high-demand sectors such as,

  • IT and manufacturing
  • Logistics and automotive
  • Renewable energy, healthcare, and agri-tech

The project includes,

  • Upgrading 11 mega ITIs
  • Establishing Centres of Excellence
  • Creating a hub-and-spoke model with Kaushalya: The Skill University (KSU) as the anchor
  • Courses will be designed with direct industry collaboration to ensure real-time employability.

Assam: Wetland and Fisheries Transformation

A $1 million technical assistance grant supports the SWIFT Project in Assam. It aims to rejuvenate degraded wetlands (beels) and transform fisheries into sustainable livelihood systems.

The SWIFT Project will,

  • Restore over 4,000 hectares of wetland fisheries
  • Boost indigenous fish production
  • Improve groundwater recharge and flood resilience
  • Build local governance and fisher community engagement
  • This initiative blends ecological protection with livelihood enhancement.
