Trials and Tribulations of a Public Sector Banker

Raman’s hardships began in 2018, years after his retirement, when he was questioned by the CBI regarding a loan given to Winsome Jewellery during his tenure as chairman of the credit committee at Canara Bank. Despite the bank’s relatively small share of 7.5% in the consortium, Raman faced a look-out notice barring his travel abroad, although no case was officially registered against him.

The book highlights the occupational hazards faced by public sector bankers, particularly in high-value credit decisions, where officers can be subjected to scrutiny and legal proceedings years after their tenure, even if their actions were in good faith.

Through his diverse experiences spanning 46 years, Raman offers unique vignettes from his time at various banks, including Bank of India’s operations in Jersey. However, his most significant contribution was during his tenure as a wholetime member of SEBI, where he played a crucial role in developing a stable regulatory structure for FPI investments, supporting the growth of the mutual fund industry, and tackling issues under the Collective Investment Schemes.
