Arunachal Cabinet Unveils Key Schemes for Women, Youth & Development
The Arunachal Pradesh government, led by Chief Minister Pema Khandu, has announced a series of comprehensive initiatives aimed at empowering women, supporting youth, and fostering state development. These decisions were made during the fourth outdoor cabinet meeting at Nyapin’s Mini Secretariat. From financial aid for girl children to the establishment of a think tank for policy planning, the measures are set to have a broad socio-economic impact.
The state cabinet has revamped the Dulari Kanya Scheme, increasing financial support for girls born in institutional deliveries. The fixed deposit amount has been raised from ₹20,000 to ₹30,000, which will mature when the beneficiary turns 18. Additionally, to support girls’ education, a direct benefit transfer (DBT) of ₹20,000 will be provided when they enroll in Class XI. This revision brings the total benefit under the scheme to ₹50,000. The scheme aims to encourage female education and improve the well-being of girls across the state .
The cabinet has approved The Arunachal Pradesh Arun Parivar Patra Authority Bill, 2025, which aims to establish a comprehensive citizen database focused on family-centric governance. This initiative will enable data-driven policy decisions and ensure that welfare schemes reach the right beneficiaries .
To strengthen policy planning, the government has also introduced the Institute for Transforming Arunachal (ITA) under the Department of Finance, Planning & Investment. The think tank will provide research-backed policy recommendations in governance, economic growth, and sustainable development, aligning state initiatives with national objectives .
The state has passed the Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2025, ensuring compliance with national tax policies and streamlining revenue collection. Meanwhile, the Arunachal Pradesh Handloom and Handicrafts Policy – 2024 has been introduced to boost the traditional industry. The policy will create a digital database for weavers and artisans, and enhance recognition awards for craftsmanship. The top award has been increased from ₹75,000 to ₹1,00,000, and the second prize from ₹65,000 to ₹75,000 .
To promote sports, the government has launched Mission Olympics, focusing on Badminton, Skateboarding, Taekwondo, Judo, Weightlifting, and Wushu. The initiative aims to provide athletes with world-class training, coaching, and performance monitoring .
Declaring 2024-25 as the “Year of the Youth,” the state cabinet has introduced a comprehensive Arunachal Pradesh Youth Policy. The policy outlines nine key youth development goals, covering education, skill training, health, and entrepreneurship to encourage active participation in the state’s progress .
For women entrepreneurs, the government has set up a dedicated Development Cell with an initial ₹5 crore seed fund. This center will offer mentorship, business training, and funding support for women-led startups, fostering economic independence and innovation .
To improve emergency response, five new fire stations will be established in Raga, Yupia, Boleng, Lemmi, and Tato. The government has also approved the creation of 90 new positions to ensure these stations are fully operational and staffed.
