Auroville Foundation May Gain Institution of National Importance Tag Parliamentary Panel
The Auroville Foundation which is located in Puducherry has once again come into the national spotlight. After a Parliamentary Standing Committee recommended that it be accorded the status of an Institution of National Importance (INI). The recommendation tabled in Parliament in December 2025 underscores Auroville’s unique international character, its long standing UNESCO endorsement and its role in promoting global harmony and peace.
The recommendation comes from a Parliamentary committee headed by Digvijaya Singh. The panel has urged the government to amend the Auroville Foundation Act 1988 to formally recognise Auroville as an Institution of National Importance.
The committee highlighted that UNESCO has adopted multiple resolutions since 1966 supporting Auroville, acknowledging its contribution to international understanding and promotion of peace. According to the panel this global recognition strengthens the case for granting Auroville a special national status.
An Institution of National Importance is a premier institution declared by an Act of Parliament. Such institutions enjoy special autonomy, funding support, and academic or functional independence.

Granting INI status to Auroville would place it in a distinct category recognising not academic excellence but its civilizational, cultural, and international significance.
The committee report noted that the Auroville Foundation currently receives partial funding from the Central Government in the form of annual grants, as mandated by the Auroville Foundation Act, 1988.
These grants are provided by the Ministry of Education to support the establishment, maintenance, and development of the township.
However, the Foundation also generates its own income through various activities and projects. Despite this, government grants continue to be a significant source of funding.
Auroville is an international cultural township established in 1968 following a vision endorsed by UNESCO. Conceived as a place where people from different nations could live together in peace and harmony. Auroville represents an experiment in human unity beyond religion, nationality, and politics.
It is governed by the Auroville Foundation, a statutory body created under the Auroville Foundation Act, 1988. The Foundation functions under the administrative control of the Ministry of Education, Government of India.
One of Auroville’s defining features is its multinational population, with residents from over 50 countries. Recognising this the Ministry of External Affairs (MEA) has established a special visa procedure for Auroville residents.
The Parliamentary panel strongly recommended that the five-year visa norm for foreign residents should continue. According to the committee this provision is a necessary safeguard to preserve the international and multicultural character of the community.
