BMRCL Appoints Dr J Ravishankar As A MD

The Karnataka government has appointed 2001-batch IAS officer Dr J Ravishankar as the new Managing Director (MD) of Bengaluru Metro Rail Corporation Limited (BMRCL), replacing Maheshwar Rao, who held the position on an additional charge. This change in leadership comes amid public outcry over fare hikes and ahead of the planned launch of the Yellow Line in Bengaluru’s metro network.

Background

BMRCL, the operator of Namma Metro, currently oversees 77 km of operational metro lines across Bengaluru. Under Maheshwar Rao, the BMRCL faced significant backlash for increasing the maximum fare from ₹60 to ₹90 in February 2025 without releasing the supporting fare fixation report. The fare hike and delays in the Yellow Line’s commissioning drew criticism from elected representatives and the public alike.

About Dr J Ravishankar

Dr Ravishankar holds a degree in Dental Surgery and brings diverse administrative experience. He has previously served in key state-level positions including Secretary in the Agriculture and Housing Departments, Excise Commissioner, Special Commissioner at BBMP, and Commissioner of the Karnataka Housing Board. His broad exposure to urban and infrastructure governance is seen as crucial for BMRCL’s ongoing expansion efforts.

Metro Expansion Plans

BMRCL’s Phase 2 includes

  • Yellow Line (19.15 km, RV Road to Bommasandra)
  • Pink Line (21.26 km, Kalena Agrahara to Nagawara)
  • Blue Line (58.19 km, Central Silk Board to Airport via KR Puram)

Phase 3, approved in August 2024, includes,

  • Corridor-1: 32.15 km (JP Nagar 4th Phase to Kempapura)
  • Corridor-2: 12.50 km (Hosahalli to Kadabagere)

Construction has commenced with geotechnical surveys and land acquisition for 777 properties underway. The entire network will expand to 220.2 km by 2029, enhancing urban mobility and access to IT hubs.

Significance and Challenges

The change in leadership signals a push for better transparency, efficiency, and public accountability. Key challenges include overcoming rolling stock delays, improving public communication, and ensuring timely completion of Phase 2 and 3 projects. The incoming MD is expected to streamline operations, engage with stakeholders, and strengthen last-mile connectivity.
